SAN DIEGO (KGTV) -- Police have arrested a suspect accused of shooting and killed a man outside a Clairemont home in January. Jeffery Alan Turner, 36, has been charged with murder after he reportedly shot and killed 52-year-old Frank Magana.Police were called to the home, located on the 4600 block of Sauk Avenue, on January 3 after receiving reports of a shooting.RELATED: Man shot in head outside Clairemont home dies?When police arrived they found Magana lying on the ground in front of his home with a gunshot wound to the head.A woman who lives near the home where the shooting took place said, "I looked at the clock because I heard a gunshot. SAN DIEGO (KGTV) - Opening statements started Wednesday in the trial of a father accused of killing his two children in a fire at his Rancho Bernardo condo in 2017. Investigators said Henry Lopez passed out drunk with a lit cigarette, starting a fire that spread to the rest of the home. His children, 10-year-old Cristos and 7-year-old Isabella, died as a result of smoke inhalation. Lopez was also hospitalized with burns. Lopez’ ex-wife Nikia testified at his preliminary hearing in February 2018, saying the couple was in the custody of a divorce. Nikia Lopez also said her ex-spouse was an abusive alcoholic. SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) -- Officials with two of Southern California's largest schools districts have announced closures effective Monday, March 16, as a precautionary measure to prevent the spread of the Coronavirus.The Los Angeles Unified School District and the San Diego Unified School District said Friday that campuses are expected to reopen April 6.RELATED COVERAGE: What's been canceled, postponed in San Diego, nationally due to coronavirusThe closures will keep a combined 750,000 students off campus for three weeks heading into spring break. LAUSD and SDUSD join numerous other school systems taking similar measures as the number of COVID-19 cases continue to rise.Superintendent Austin Beutner of Los Angeles and Superintendent Cindy Marten of San Diego have issued the following joint statement: “California has now entered a critical new phase in the fight to stop the spread of the Covid-19 pandemic,” they said. “There is evidence the virus is already present in the communities we serve, and our efforts now must be aimed at preventing its spread. We believe closing the state’s two largest school districts will make an important contribution to this effort. For that reason, we plan to close, effective Monday, March 16. “Later today, we will be providing students, parents and staff with more information on our plans to continue providing learning opportunities for students during the closure. We have also directed staff at both districts to prepare to continue providing nutrition and other supports through family resource facilities.” The boards of Los Angeles Unified and San Diego Unified School Districts have unanimously approved this action. San Diego Unified plans to reopen schools on April 6th, unless conditions call for an extension. SAN DIEGO (KGTV) -- Police are looking into an apparent road rage-related chase and collision involving two women that spanned the length of Interstate 8 between Mission Valley and Ocean Beach.Officers said the women were traveling more than 100 mph on westbound I-8 in Mission Valley before they exited in the Ocean Beach area.When both women got to Sunset Cliffs Boulevard, police said the driver of a silver car rammed the other driver’s white SUV several times. The SUV then forced the other car to collide with a center divide.The SUV’s driver got out of her vehicle and confronted the other driver; she reportedly told police she pepper-sprayed the silver car’s driver because she became aggressive.ABC 10News learned the pepper sprayed driver told police that she and the other woman were dating the same man.However, the SUV’s driver claimed she did not know the silver car’s driver.There is no word if anyone was arrested, as police are still trying to sort out the details. 991
