SAN DIEGO (KGTV) — The discovery of suspicious packages near a downtown San Diego building prompted evacuations, but the boxes were later determined to be harmless.Authorities were called an area near the intersection of 6th Avenue and B Street at around 8:30 a.m. after several white boxes were found and deemed suspicious.The WeWork building through the 13th floor was evacuated and traffic lanes were closed in a nearby area due to the investigation. San Diego Union-Tribune staff members, who occupy space in the building, were forced to evacuate, 10News learned."We’ve seen some different tragedies in newsrooms around the country so I don’t think this is 100% a surprise for any newsroom to face something like this. She said she noticed the packages at 6am when she opened her stand. She thought nothing of them until she was suddenly forced to close her shop.“I had some people in line. It was a really busy time, so it wasn’t a good time to leave," Otis said. At 8:15 am, a passerby had flagged down Lt. Kevin Wadham, saying this cannot be a coincidence. Hours earlier, news of the Secret Service intercepting suspicious packages addressed to Former First Lady Hillary Clinton, President Obama, and CNN broke. The boxes in San Diego were at the SanDiego Union-Tribune headquarters, Senator Kamala Harris’ office, and other businesses.“Out of an abundance of caution, this building at 6th and B was evacuated, and all the neighboring businesses," Lt. Kevin Wadhams said. San Diego Police immediately called their Bomb Unit. They X-Rayed the boxes and found they contained nothing suspicious. The contents were a shoe, a football, an empty bag of chips, two children’s books, and a hat. An hour later, and after a whirlwind of emotions, Otis was able to re-open her shop.“It was kind of scary. I’ve been here for 15 years. And nothing like that has ever happened," Otis said.Following an inspection by a bomb squad, evacuation order was lifted.None of the packages were addressed to anyone specific or implied a threat. The packages were not sealed and also had a mixture of writing on them. Surveillance video showed an unknown person placing the packages at the location at about 1:45 a.m., according to San Diego Police. Police added that the area is frequented by transients at night.SDPD, ATF, and FBI officials were all taking part in the investigation.10News spoke to Threat Assessment Professional, Wendy Patrick. She said the FBI investigators are now focusing on profiling the senders.“What do the targets have in common? This case appears to be political ideology. But is it more than that" Patrick said. These acts of terror can be inspired by a variety of things, Patrick said. It could be a stab at a political party, a news organizations, or a personal vendetta or grievance. While this morning’s incident at the San Diego Union-Tribune headquarters turned out to be non-threatening, Patrick said the heavy police presence and bomb squad response were appropriate."We want to make sure that we never let our guard down and we take every report as serious as we can," Patrick said. Unlike political figures, regular citizens do not have the luxury of having the secret service monitoring our mail. So Patrick said it is essential that we be extra vigilant, especially during the season of giving. “Even rudimentary bombs can explode in your face," Patrick said. "Unfamiliar packages should be treated with caution. Is there a return address and is it a name you don’t recognize? SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. Sierra. “This ordinance not only helps in achieving that goal, but also improves water quality, reduces pollution and keeps our environment healthy.” 980

SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get three hours of physical activity every day. SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned.
