Heidi Farst, 56, of El Cajon was driving westbound on I-8 near Main Street when her compact car was rear-ended by another vehicle just before 6 a.m. Farst's car then collided with the semi-truck, flipped over and landed upside down underneath the rig, California Highway Patrol Officer Travis Garrow said. Farst was freed from the wreckage and transported to Sharp Memorial Hospital for what were described as minor injuries, a CHP dispatcher said. She was then booked into the Las Colinas Detention Facility on suspicion of DUI, according to Garrow. No other injuries were reported. The crash triggered lane closures and a SigAlert. All lanes were reopened shortly after 8 a.m. 890

SAN DIEGO (CNS) - Gov. Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments.The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric. Half of that funding will go to local governments and half will fund state agencies and departments to continue providing public services in the state."We must do everything we can to support Californians, especially those most vulnerable to these events," Newsom said. "These funds will help local governments address these events and assist their most vulnerable residents."Newsom and other officials in the state have hammered public utility companies like SDG&E and PG&E for shutting off power for multiple days at a time to protect against potential wildfire danger. State investigators determined earlier this year that PG&E equipment in Butte County caused last year's Camp Fire, the most destructive fire in state history, which killed 85 people.Newsom wrote a letter earlier this week to SDG&E, PG&E and Edison International executives, calling on them to coordinate power shutoffs with state officials. SAN DIEGO (CNS) - Gusty Santa Ana winds will sweep through San Diego County Monday amid dry conditions, raising the risk of wildfires in the mountains and the inland valleys, according to the National Weather Service.The agency issued a wind advisory that will be in effect until 5 p.m. Monday in the coastal areas and the western valleys.Winds out of the northeast are expected to be between 25-35 mph, with sustained wind gusts potentially reaching 55 mph, forecasters said. Humidity will drop to around 5-10% Monday afternoon with poor overnight recovery.This combination will create an elevated risk of wildfires in the mountains and the western valleys through Tuesday, according to the NWS. Outdoor burning is not recommended.To reduce the risk of wildfire in some parts of North County, SDG&E notified approximately 21,480 residents over the weekend that it may have to turn off power Monday and Tuesday. A map of areas at risk of power shutoffs is available at sdge.com/ready.Power shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.High temperatures Monday are forecast to reach 76 degrees near the coast and inland, 73 in the western valleys, 67 near the foothills, 59 in the mountains and 71 in the deserts.The winds are expected to calm by Tuesday night, then temperatures throughout the county will warm to slightly above average by Thursday, forecasters said. 1467
