DUBLIN, June 27 (Xinhua) -- The Irish government is aiming to increase internet literacy among older people with the launch of a 1.6 million euro training program, according to a cabinet minister on Monday.The goal of the scheme is to provide basic internet skills to 30,000 elderly people across the country who are less likely engage with the internet themselves.The announcement was made by Irish communications minister Pat Rabbitte at a new computer training facility run by Age Action Ireland, an Irish charity which promotes positive aging and better policies and services for older people.The Irish minister detailed how the training program will help those involved."This scheme will enable thousands of people throughout Ireland, people otherwise likely to be left behind in the knowledge society, to acquire the basic practical know-how to improve their digital skills. In particular this will help older people, those with disabilities, the unemployed and other key target groups. They will learn to use the internet, emails and how to conduct simple on-line transactions," he said."Previous schemes show that learning such basic skills helps people in many ways, giving them new communication options, new opportunities to save money, as well as better access to a wide range of on-line services," he added."We have also seen how such new skills and the opportunities that result from them improve people's confidence and wellbeing. More widespread participation in the knowledge society is a win- win outcome with advantages for citizens, government and the wider economy."

BEIJING, Sept. 27 (Xinhuanet) -- Scientists have been making great efforts to show how harmful coffee is to us, though no evidence yet. A latest study may be reassuring for coffee-lovers.Women who drink caffeinated coffee are less likely to be depressed than those don't. And the more they drink, the lower risk of developing depression, according to a study published Monday in the Archives of Internal Medicine. Researchers of the study tracked the health of over 50,000 women aged between 30 and 55 in 1996 for a decade and recorded their mental health and coffee intake periodically.They find that women who drank two or three cups of coffee per day were 15 percent less likely than those who drank little or decaffeinated coffee to be depressed.And for those who drank four or more cups, the risk of developing depression reduced by 20 percent.The reason why coffee could protect depression is not clear. But the scientists from the Harvard University speculated that caffeine was the key player. More research is needed to show whether caffeine can ward off depression.It might be that not-depressed people tended to be more activated and the habit of coffee drinking just fit in their lifestyle.However, the depressed ones, who might suffer from sleeplessness, chose not to drink coffee because the caffeine might exacerbate it."There's no need to start drinking coffee," said Dr. Alberto Ascherio, the senior author of the study, "The message is that coffee is safe to drink, with no adverse effects. That's really all that can be said."

BEIJING, Sept. 10 (Xinhua) -- China will start "overall and thorough" safety checks on offshore oil exploration and production to eliminate risks in the wake of oil spills in the country's northern Bohai Bay, the work safety authority said Saturday.The checks, which starts from September 10 to December 10, will be applied to all offshore oil exploration and production, the State Administration of Work Safety said in a circular addressed to oil companies on its website.The companies include China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, ConocoPhillips China, Kerr-McGee China Petroleum Ltd., Roc Oil (Bohai) Company, CACT Operators Group, Husky Oil China Ltd., Shanghai Petroleum Co., Energy Development Corporation (EDC) China and Tincy Group Energy, the statement said.The administration urged these enterprises to conduct self-examinations on their offshore fixed and mobile platforms and floating production storage and offloading units, submarine pipelines and onshore oil terminals in two months till November 10. They should file result reports before November 20.The authority's officials, joined by experts, will launch inspections from late November, the statement said. The checks cover well control amid drilling operation, safety management during production, facilities, and management over extreme weather, it added.The order came after the State Council on Wednesday called for strengthened monitoring and management of the marine environment as well as safety checks over the country's ocean oil fields to toughen safety measures and erase potential risks.The decision was made after oil spills at an offshore oil field run by U.S. oil giant ConocoPhillips have polluted more than 5,500 square km of sea water in the Bohai Bay since June.The central government also imposed restricts on new petrochemical projects and ban reclamation projects in the bay for environmental concerns.China has stepped up efforts to explore and materialize offshore resources to seek more dependence of the marine industries as a strategic development move. In its 12th Five-Year Plan, the government advocates greater scientific and systematic utilization of marine resources and coastal areas as energy demand soars.

  

WASHINGTON, July 5 (Xinhua) -- The countdown for the final space shuttle launch began Tuesday afternoon, but unfavorable weather may delay shuttle Atlantis' launch attempt on Friday, NASA announced."We are going with a 60 percent chance of KSC (Kennedy Space Center) weather prohibiting launch due to the potential for showers and isolated thunderstorms in the area," shuttle weather officer Kathy Winters told reporters Tuesday at a precountdown status briefing. "I wish I had a better weather briefing for you."Atlantis is scheduled to lift off at 11:26 am (1526 GMT) on Friday from Kennedy Space Center with four U.S. astronauts on board for a 12-day mission to the International Space Station. Overall, the chance of an on-time liftoff is 40 percent, Winters said."We will do everything we can to launch on Friday but if things don't work out so that we can do that we have plenty of options... Saturday and Sunday," said NASA Test Director Jeremy Graeber. Conditions improve for Atlantis launch opportunities on Saturday and Sunday.NASA said it must launch Atlantis by Sunday, otherwise it will have to wait until at least July 16. That's because of an unmanned rocket due to lift off next week, using the same launch support personnel and equipment.NASA's 30-year-old shuttle program is ending due to high operating costs. The Obama administration wants to spur private companies to get into the space taxi business, freeing NASA to focus on deep space exploration and new technology development.When the U.S. space shuttle program officially ends later this year, the Russian space program's Soyuz capsule will be the only method for transporting astronauts to and from the station.
