The latest stimulus package passed by Congress is one of the longest bills to be pushed so quickly through the Senate and the House. The final bill was handed to lawmakers just hours before they voted on it.“This bill is too long, too complicated,” said Thea Lee, president of the Economic Policy Institute (EPI).EPI expects the 0-billion package will provide an instant jolt to our economy by extending unemployment benefits and enhancing them by 0 a week. It also includes a 0 stimulus check for millions of Americans and billion for housing and eviction protection.There are hundreds of billions of dollars for Paycheck Protection Program loans, intended for small businesses. However, those touted benefits only take up a couple of pages in the nearly 5,600-page bill."There are things in there that don’t belong in there,” said Lee.In fact, as more experts and government watchdog organizations start to sift through the stimulus bill, which was also tied to an ominous spending bill, the list of non-pandemic related funding and measures grows.“Some of it is things like horse-racing commissions [funding] and so on, but some of it shouldn’t be in there because it is helping either people or businesses that don’t need the help,” Lee explained.For example, there’s a tax break on alcohol, and Lee pointed out the alcohol industry is one that has actually thrived during the pandemic. Legislators also included a tax break for what has been dubbed the Three Martini Lunch.“It’s a deduction for business people who are having expensive lunches out. That has been extended in this bill,” said Lee. The Lockport City School District thinks it could soon be a national model for school security. Superintendent Michelle Bradley said the district is installing 300 new security cameras loaded with a new high tech software. The software recognizes people who pose a threat, like terminated employees, sex offenders, suspended students, or someone carrying a gun. Then, it alerts police or school leaders. “It will add another layer of security to what we already have,” Bradley said. It will be the first security system of its kind in any public school in the United States. It will be installed in all 10 buildings owned by Lockport School District. Tony Olivo with Corporate Screening & Investigative Group, LLC is working with Canadian owned SN Technologies to get th\e high-tech system into more buildings in western New York.“We’ve actually been looking to deplore this type of technology in hospitals, health care organizations, as well as places like malls,” Olivo said. The new system is just part of the changes Lockport Public Schools have made to security recently. The school also just installed new doors and a sign-in system, which cost close to million dollars.The projects are being funded by the Smart School Bond Act of 2014 — a referendum allowing the state to give schools money for safety following the Sandy Hook shooting in 2012. More than 200 school across New York are on the waiting list for approval for funds from the act. The recognition system will be installed in Lockport schools over the summer. The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question.
