BEIJING, April 7 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the boosting of efforts to prevent and control the hand-foot-mouth disease (HFMD) nationwide as the illness re-emerges in parts of the country."Spring and summer is a peak period for infectious diseases. Currently, preventing and controlling various infectious diseases such as the hand-foot-mouth disease is a key task," Li said Wednesday at a meeting on a nationwide health campaign.At least five children died of HFMD and another 9,863 cases have been reported in central China's Henan Province as of March 23. The local government has asked kindergartens and schools across the province to step up health checks of children.Li urged the acceleration of research into vaccines and drugs for the disease and a focus on prevention and control work in rural areas for the most vulnerable groups.HFMD is a common illness mainly affecting children under the age of 10. It usually starts with a slight fever which is followed by blisters and ulcers in the mouth and rashes on the hands and feet. BEIJING, April 2 (Xinhua) -- Experts say the Party's promulgation of four documents on the selection and promotion of government and Party cadres will build a "total supervisory network" and cover the entire process of an official's career, from selection to retirement.The four documents, promulgated Wednesday by the General Office of the Communist Party of China (CPC) Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.Prof. Ye Duchu of the Party School of the CPC Central Committee said the documents "clarify the responsibilities of people in charge of selecting officials" and aim to prevent corruption and make the cadre selection process transparent.Personnel departments at various levels are required to report personnel changes to superior departments before official appointments are made, and the appointments should be discussed by members of CPC committees of the same level.Officials are also required to be audited before leaving their posts and penalized if they are found to be guilty of misconduct.The selection and promotion of officials have been prone to public criticism in some areas.According to the Party's disciplinary body in central Henan Province, nine of the 22 county-level Party chiefs that had been penalized for corruption since 2006 have been punished while in their posts while the 13 others were punished about one year after being promoted."It reflects shortcomings in the selection and promotion of cadres," Ye said.Prof. Lu Wei of Wuhan University in central Hubei Province said the documents will help prevent the unmerited selection of officials and clarify rules.China issued its first regulation on officials' selection in 1995. XIAMEN, Fujian, June 6 (Xinhua) -- Two foreigners were killed and another injured in an aggravated debt dispute Saturday night in the coastal city of Xiamen in east China's Fujian Province, local police said.The dead included a woman from Venezuela and a man whose nationality was not unknown yet.The other foreigner, who was a suspect as the police said, was hospitalized for injuries. His nationality was not confirmed either.The police did not reveal if there were other people involved in the case.Initial investigation showed the homicide was triggered by a debt dispute. One dagger had been found on the scene, near the Marco Polo Hotel on Jianye Road.It was unclear when the homicide happened, but local police said they received a report about it at 9:52 p.m.Local police were still investigating the case.

SANAA, April 11 (Xinhua) -- A Chinese medical mission arrived Sunday in the southern Yemeni province of Aden as part of a cooperation agreement between the two countries, state-run Saba news agency reported.The 45-strong mission will provide medical services to residents of the southern provinces of Aden, Lahij, Abyan and Hadramout, according to the report.The mission includes neurosurgeons, plastic surgeons, thoracic surgeons, pediatric surgeons, orthopedic surgeons, anesthesiologists and a number of administrative staff, Jamal Khadabish, director of the Aden-based al-Jomhoriya hospital, was quoted by Saba as saying.The mandate of the Chinese mission would last for one year in accordance with a protocol of health cooperation between Yemen and China, Khadabish noted.
