CHENGDU, July 18 (Xinhua) -- At least 23 people have been killed and 30 are still missing as of Sunday evening after the worst rainstorm of the year lashed southwest China's Sichuan Province late Friday, the provincial civil affairs department said.More than 586,000 people were forced to evacuate their homes as torrential rains pounded 62 counties and cities in the province and triggered mountain torrents, landslides and house collapses, cutting off roads, electricity and communications in some regions.Half of the worst-hit Quxian County remains flooded, with water levels of up to 10 meters deep. The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday.The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.

HONG KONG, July 3 (Xinhua) -- A helicopter departing for Macao made an emergency landing in waters at Hong Kong Victoria Harbor on Saturday. All of 13 people on board were safely rescued.At around 12:04 noon (GMT 4:04), the Sky Shuttle type AgustaWestland AW139 helicopter, flight no. EMU2, made an emergency landing at sea about 500 meters northwest of Shun Tak Center at Sheung Wan, Hong Kong Island shortly after taking off."The pilot heard a loud bang at the back and decided to land on the waters," Acting Director General of the Civil Aviation Department (CAD) Leung Yu-keung said at a press briefing on Saturday that they will send some of the fittings broken down from the wreckage to Italy, where the copter was manufactured, for investigation. The crashed helicopter is salvaged on the sea area between the Hong Kong Island and the Kowloon Peninsular, south China, July 3, 2010. The helicopter crashed on Saturday noon, and all 13 persons onboard have been rescued.CAD will invite the participation of the accident investigation authorities of Macao and Italy. BEIJING, July 24 (Xinhua) - Flooding was temporarily eased on the Yangtze River as the Three Gorges Dam on China's longest river saw water levels slightly down from its crest stage, the nation's flood control authority said Saturday.The water level at the dam fell to 158.54 meters as of 8 a.m. Saturday, 0.32 meters lower than its highest level of 158.86 meters which took place on Friday morning, according to data from the Office of State Flood Control and Drought Relief HeadquartersThe water was flowing from the upper stream of the river at 31,000 cubic meters per second, said the office in a statement on its website.However, the water level was still 13.54 meters above the alarm level and is expected to increase again due to rainfall and water inflows from tributaries in the upper stream, the statement said.The office warned that the water level at the dam is very likely to exceed the historical level, if it rises again.Some of the country's other major rivers were also witnessing water levels surpassing their warning levels, including the Jialing River, Hanjiang River and Huaihe River, the statement said.Chinese Premier Wen Jiabao said China was at a "crucial stage" for flood control during an inspection tour in central China's Hubei Province that began July 23.He ordered local governments to adopt scientific measures to be well-prepared for "more serious floods and disasters" .Floods in China this year have left 742 people dead and 367 missing as of Friday, according to the flood control office.
