TIANJIN, Oct. 7 (Xinhua) -- China's top climate change official Thursday called for compromise from all parties to seek the biggest common ground during the UN climate talks while developed and developing countries remained divided on many issues.Parties at the talks should rebuild mutual trust and improve sense of responsibility as climate change is a global issue affecting every country, Xie Zhenhua, vice minister of the National Development and Reform Commission, told the press on the sidelines of a new round of UN climate talks held in Tianjin from Oct. 4 to 9."The best result of the global climate talks may be a solution that dissatisfies every one but is accepted by all," he said. "To reach the result, every party needs compromise and work to find the biggest common ground. If one country refuses to do anything and ask others to do many, this is definitely not acceptable."When asked about one of the most controversial issue on how to manage the fast start fund, Xie said, as a developing country, China is fully qualified to receive funds and technical supports from developed countries."But, provided that the amount of current fast start fund is much less than what developing countries need, China would not compete with those who need the money most such as the least developing countries and island countries," he said.Jonathan Pershing, who leads the U.S. negotiators at the Tianjin meeting, said on Thursday that there should be a differentiation between offering finance for developing countries as some countries clearly have enormous capabilities, even though they are listed in the developing country list, while some countries, although in the developing country list, have virtually no capabilities.Countries like China can do a great deal, and have made very clear that they intend to do a great deal, he told reporters."It (China) has made commitment that was made on a series of actions on intensity, on renewable energy and on forests that are examples of what a really powerful country with enormous commitment can deliver," he said.Xie Zhenhua said China will also provide as much assistance to these countries as it is able to, through South-South cooperation."We are not only saying it but have also begun doing it. In the past few years, we have provided training programs to people from least developed countries and worked with them in programs to cope with climate changes," Xie said.However, Xie strongly argued that developed countries should actually add new money in the fast start fund as a majority of current identified fast start fund was in fact included in the existing Official Development Assistance (ODA).

He said sound and stable development of the relationship is of vital importance to both sides and the region.The premier vowed that China would maintain high-level contacts with Vietnam, establish a hotline between leaders of the two countries, and strengthen consultation between all departments to enhance their mutual trust, deal with disputes appropriately and promote common interest.

CHENGDU, Nov. 3 (Xinhua) -- A senior Chinese government official said Wednesday that major geological disasters and densely-populated regions would be the two main areas to monitor in the nation's efforts to guard against losses caused by such disasters.In the first 10 months of 2010, 2,909 people were dead or missing following over 30,000 recorded geological disasters, Xu Shaoshi, the Minister of Land and Resources, said at a meeting held Wednesday in Chengdu, capital city of southwestern Sichuan Province.Further, the number of people dead or missing during this period was five times higher than in the same period last year, said Xu.However, the majority of these victims, about 2,000 people, were killed or went missing after five major mud and rock slides which struck areas in west China's Guizhou, Gansu, and Yunnan provinces, Xu said.A massive mudslide triggered by rainstorms slammed Zhouqu County in northwest China's Gansu Province this past August, leaving 1,510 dead and 255 others missing."Our focus in loss prevention and control in the future will be to closely watch the major geological disasters and the areas with high human concentrations," said Xu.Xu also urged local governments to make specific plans regarding geological disaster prevention, improve the assessment and pre-cautionary monitoring mechanism, and beef up rescue and response systems in the event of an emergency.

  

HANOI, Oct. 29 (Xinhua) -- Chinese Assistant Foreign Minister Hu Zhengyue accused Japanese representatives here Friday of violating China's sovereignty and territorial integrity through statements to the media during the summit meetings between the Association of Southeast Asian Nations (ASEAN) and its partners.The Japanese side also made untrue statements about the content of a meeting between Chinese and Japanese foreign ministers held earlier in the day, he said.Hu said the Japanese move ruined the atmosphere for leaders from the two sides to conduct talks in the Vietnamese capital.The Japanese side should take full responsibility for any consequence to arise, the Chinese diplomat said.It was known to all that China had always tried to preserve and push forward bilateral relations between China and Japan on the basis of the principles set out in the four political documents signed by the two countries, Hu said.However, the truth was that the diplomatic authority of Japan, in cahoots with other nations, tried to create noises on the issue of the Diaoyu Islands in the East China Sea in the lead-up to the summits between ASEAN and its partners. MATYBULAK RANGE, Kazakhstan, Sept. 16 (Xinhua) -- Ma Xiaotian, chief commander of the 1,000 Chinese troops taking part in the "Peace Mission 2010" in south Kazakhstan said Thursday that the ongoing military exercise of the Shanghai Cooperation Organization (SCO) is purely a strategic action against terrorism.MAJOR CONTRIBUTIONS TO REGIONAL, WORLD PEACE"Peace Mission 2010" involves 5,000 troops from five of the six SCO member states -- China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan -- from Sept. 9 to 25. Uzbekistan is not taking part.The ongoing exericse never targets or constitutes a threat to any country, Ma emphasized.Ma, who is also deputy chief of the People's Liberation Army General Staff, said China's purpose in taking part in the military drills was the same as the previous six military exercises launched under the SCO framework."We aim to put in place a common understanding among SCO member states to further strengthen cooperation in various aspects, including national defense cooperation, maintaining regional security, peace and stability, and to show the resolution, willingness and capability of the SCO member states to fight the three evil forces of extremism, separatism and terrorism," Ma said.CHINA'S NEW EQUIPMENTMa said the Chinese weaponry used in the exercises were all new and by and large represented the latest development of Chinese troops' equipment.Ma said China had three goals in using the new equipment.Firstly, it showed China attached high importance to this joint exercise and defense cooperation among SCO member states, he said.Secondly, it indicated Chinese troops' determination, will and capability to strike terrorism.And thirdly, it promoted military transparency, Ma said.According to the Chinese general, the Chinese air troops were assembled home in Chinese territory and took part in the exercises by long-distance projection, which was the first time in the history of Chinese air forces.By contacting the troops of the other countries in the exercises, Chinese troops had also learned a lot of good practices and experiences, Ma said.JOINT DRILL ADVANCES SMOOTHLYMa said the massive joint drill had unfolded successfully at present.He said the troops had staged two joint training sessions with cooperation of command personnel and troops of all sides."The process of cooperation is also a process of mutual learning and understanding. It has become more smooth and much better," Ma said, "The next step is to switch to live firing and nighttime exercises once the conditions allow."KAZAKHSTAN'S EFFORTS FOR DRILLS' SUCCESS LAUDEDMa highly appreciated the efforts made by the Kazakh side to ensure the success of the anti-terror exercises.He said that Kazakhstan, as the host country, had made full preparations and arrangements for the drills in various aspects, including overall planning, force delivery, preparations for the drilling grounds, the designs of military field camps, and logistics support.EQUALITY, CONSULTATION, MUTUAL BENEFITWhen asked whether the drills were "dominated" by China and Russia, Ma said, before the drills started, all the five participating countries had jointly held four rounds of consultation and participated in the overall planning and designs of the drills.The principles of equality, consultation and mutual benefit were demonstrated and followed both during pre-drill training and the drills, Ma said.The common desire and consensus of the SCO member countries were reflected in the drills and requirements from each participating country had been taken into account, he said.He also noted that the succes of the SCO drills relied on the concerted efforts made by each participating member country.Joint anti-terror drills of the SCO entered the second phase on Monday at the Matybulak range near the largest Kazakh city of Almaty.
