BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." Hu stressed.     Hu made four proposals for the enhancement of bilateral ties during the meeting.     First, Hu said, the two countries should cement the political foundation of bilateral ties and strengthen communication and coordination on major issues and important affairs. Chinese President Hu Jintao (3rd L) meets with President of Central Africa Francois Bozize Yangouvonda (3rd R) at the Great Hall of the People in Beijing, capital of China, on Sept. 10, 2009In his second proposal, Hu urged the two sides to expand economic and trade cooperation. China is willing to strengthen economic, trade and technical cooperation with Central Africa to benefit both sides and develop jointly, Hu said.     Hu stressed personnel and cultural exchanges and cooperation in his third proposal, urging the two countries to make favorable efforts and build platforms for expanding cultural, educational, sanitary, media and non-governmental exchanges, so as to deepen mutual understanding and develop friendship.     He at last proposed the two countries strengthen coordination in multilateral affairs. China is ready to maintain consultation and coordination with Central Africa under the framework of the United Nations and the Forum on China-Africa Cooperation on global issues, so as to jointly safeguard the developing countries' interests, Hu said.     "China and Central Africa are friends as well as friendly and cooperative partners," Hu said, adding that it has been the Chinese government's persistent policy to develop long-term, stable, friendly and cooperative relations with Central Africa on the basis of sincerity, equality and mutual benefit.     Bozize, who arrived here Wednesday for a week-long state visit to China, said he fully agrees with Hu's notion.     Bozize will also visit southwest China's Yunnan Province and southern Guangdong Province

BEIJING, Sept. 21 (Xinhua) -- The Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, held a meeting Monday to study and discuss the essence of the just-concluded Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC).     Jia Qinglin, chairman of the CPPCC National Committee, presided over the meeting, at which Vice President Xi Jinping delivered a report on the topic. They are both members of the Standing Committee of the CPC Central Committee Political Bureau.     In his opening speech, Jia highlighted the importance of the CPC Central Committee's session under the current situation as China is exerting efforts to cope with the impact of the international financial crisis in an effective way, maintaining a stable and relatively fast economic growth, striving for new victories in building an overall prosperous society, and opening up a new situation for the socialist cause with Chinese characteristics. Jia Qinglin (Front, L), chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, and Chinese Vice President Xi Jinping (Front, R) attend the 7th Meeting of the Standing Committee of 11th CPPCC National Committee in Beijing, capital of China, on Sept. 21, 2009    He also spoke highly of a speech delivered at Sunday's ceremony to mark the 60th founding anniversary of the CPPCC by Hu Jintao, the state president and general secretary of the CPC Central Committee, who had praised the CPPCC for its important contribution and role in China's socialist revolution, construction and reform.     While informing the senior advisors of the essence of the CPC Central Committee's session, Xi also told them how the Party has prepared for holding the session and drafting "The Decision of the CPC Central Committee on Major Issues on Strengthening and Improving Party Building Under the New Circumstances."     The drafting of the document had been done by seeking opinions from people of all circles including members of the CPPCC, said Xi, noting that the CPC has been quite experienced as a ruling party for the past 60 years.     Xi urged Party committees of all levels to well organize the study of the essence of the session and make substantial efforts to accomplish the work of Party building.

BEIJING, Sept. 13 (Xinhua) -- China said on Sunday the U.S. decision to impose special protectionist tariffs on tire imports from China is grave trade protectionism and goes against its commitments made at the Group of 20 summit.     "We hereby express our strong discontentment and firm opposition to the U.S. decision, which was made regardless of China's solemn stance," Foreign Ministry spokeswoman Jiang Yu said in a statement.     U.S. President Barack Obama decided to impose a tariff on tires imported from China on Sept. 11, which will begin with a 35-percent duty the first year and decrease to 30 percent the second year and 25 percent the third year on passenger vehicle and light-truck tires from China.     "The United States, by making the decision, failed to honor its commitments made at the G20 financial summit and abused trade remedy measures, which is grave trade protectionism and will undermine the China-U.S. economic and trade ties as well as the early recovery of world economy," Jiang said.     China has lodged solemn representation to the U.S. side and reserves its right to take further actions, Jiang said.

support to the Chinese government's measures to maintain social order and stability.     In an interview with Xinhua on Friday, Bernard Boussougou Moungonga, a researcher with a Gabonese humanities institute, said he backed the Chinese government's measures to maintain stability in Xinjiang.     Moungonga condemned the separatist forces operating outside China for attempting to split China, adding that all these schemes are doomed to fail.     It is imperative for leaders of any country to brush aside intervention by external forces and guarantee the safety of their citizens' life and property, he said.     Moungonga, who has visited Xinjiang as a visiting scholar, said he was deeply impressed by the fact that all ethnic groups in Xinjiang live in harmony and their culture and traditions are fully respected.     Syrian Ambassador to China Khalaf Al-Jarad said Friday that his country supports the Chinese government in taking necessary measures to safeguard security, stability and public order in Xinjiang.     In a written interview with Xinhua, Al-Jarad said the Syrian government fully supports China's sovereignty and territorial integrity, and is against any interference in the country's internal affairs by finding whatever excuse.     He said he had been very much impressed by Xinjiang's prosperity when he visited China in 2003 in his capacity as editor-in-chief of a Syrian newspaper.     He said that the 56 ethnic groups in China share equal rights and jointly shoulder responsibilities to develop the country.     "People of different ethnic groups in Xinjiang who believe in faith lead normal religious lives, live together in peace and harmony like brothers and sisters, and are content with their lives. This is typical of the Chinese society at large," Al-Jarad said.     The ambassador said he believed the July 5 riot was aimed at disrupting stability, undermining the harmony and close links among the various ethnic groups, and undercutting social development.     He said it was necessary for the Chinese government to take actions to protect Xinjiang's stability, restore law and order, and prevent extremists and outside forces from disrupting Xinjiang's peace and stability.     Al-Jarad said violence has nothing to do with religion, and goes against the religious doctrines of peace and fraternity.     Li Liangyi, a Singaporean expert on tourism told Xinhua that the July riot in Urumqi disrupted the harmonious development in Xinjiang, and is definitely against the will of the general public in China.     He said he is confident that the Chinese government will take measures in accordance with the law and promptly restore order in Xinjiang.     It is the responsibility of the government to maintain ethnic harmony and safeguard social stability and economic development, Li said.     A handful of people undermined social harmony in Xinjiang and caused great loss of life and property, he said, adding that their violent acts must be condemned.     In an interview with Xinhua, Yakov Berger, a senior research fellow with the Institute of Far Eastern Studies of the Russian Academy of Sciences said that the July 5 violence in Xinjiang seriously affected the stability of the region, and the Chinese government's measures to maintain social order are fully appropriate.     He said the separatist forces from inside and outside the country had plotted to create social unrest and undermine ethnic unity, so it is necessary for the Chinese government to take measures to prevent the recurrence of similar incidents.
