SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. That makes it even more important that doctors know what kind of questions to ask patients and what other symptoms to identify.Symptoms of strangulation may include vision and hearing loss, lapses in memory, pain while swallowing, and vocal changes, Shores said. 2163

SAN DIEGO (KGTV) — During a closed session meeting on Friday, the county Board of Supervisors voted to appeal a recent court's decision to allow strip clubs and restaurants to reopen amid California's regional stay-at-home order.While the board voted to appeal the ruling, Chairman Greg Cox said they have directed the county's legal counsel to only argue against the operation of strip clubs and allowing indoor dining despite California's coronavirus restrictions."The Board voted to appeal the order. But the Board directed County Counsel to only argue that the order is incorrect as it relates to the continued operation of strip clubs and the allowance of indoor dining. We support outdoor dining with appropriate safety protocols that have been previously established. We remind everyone that the virus is still out there. SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020

"Our numbers are still way above normal so we'll take it," South Beach Bar & Grille Bartender Philip Cullin said Friday and Saturday were great for business.Next door at Lighthouse Ice Cream, those sentiments were echoed.Sunday was a different story, clouds loomed overhead with sprinkles and rain in the evening, dampening the influx of customers. "It's really cold, there's not that many people out," 14-year-old birthday girl Bella said. She came out with friends and family to celebrate.Businesses thankful to see those customers, saying it's been tough through the slow winter months.Inside the bar, Cullin said they saw lots of business Sunday, "it comes in waves, you'll get like a mad lunch rush, everybody bombs in at the same time to get their fish tacos, and then they clear out mid afternoon and your locals come in."With the pier open, they're seeing even more people, "this area gets way more congested when people are chilling at the pier," Cullin said."I found out Thursday night the pier was opening on Friday and I knew I had to get here early and start making waffle cones, it was a busy day for us, we couldn't even find parking in the morning," Lighthouse Ice Cream Manager Robbie Valdivia said.They're hopeful Memorial Day will bring sunshine and another wave of customers."We actually had them for about two weeks now, a lot of tourists here from out of town, out of state, so it's been really really nice," Valdivia said, knowing it's the unofficial start of summer.
