BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival.It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China.The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather.It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. About 15 power lines were shut down and 132 roads were closed because of snow and icy rain in Guangxi.As the freezing weather makes travel on roads more difficult, railway stations are seeing surges in passenger numbers.An official with the Ministry of Railways (MOR) said nearly 4.8 million passengers took trains on Jan. 19, the first day of the travel peak season this year, up 11.9 percent compared to the corresponding day last year. He said China has successfully completed a number of aid projects in Chad, which greatly facilitated the social and economic development of the African country.Deby said Chad is willing to boost cooperation with China in such areas as infrastructure construction, agriculture and health care, and hopes to strengthen coordination with China on international affairs.For his part, Yang said Chad has undertaken the path of national reconciliation, political stability and social progress under the leadership of President Deby, and has made significant achievements in economic development and improvement of the welfare of the Chadian people.He said bilateral relations are developing rapidly since the re-establishment of diplomatic ties, with cooperation and exchanges at different levels significantly increased. LOS ANGELES, April 18 (Xinhua) -- Sugarcane has the effect of cooling temperatures, thus playing role in stemming global warming, a new study has found.Sugarcane does so by reflecting sunlight back into space and by lowering the temperature of the surrounding air as the plants " exhale" cooler water, according to the study conducted by researchers at the Carnegie Institution's Department of Global Ecology.The researchers used data from hundreds of satellite images over 733,000 square miles (about 1,173 square kilometers) in Brazil, where sugarcane is widely grown. They measured temperature, reflectivity (also called albedo), and evapotranspiration -- the water loss from the soil and from plants as they exhale water vapor.The findings showed that expansion of sugarcane in areas previously occupied by other Brazilian crops cools the local climate.Converting from natural vegetation to crop/pasture on average warmed the cerrado by 2.79 Fahrenheit (1.55 Centigrade, but that subsequent conversion to sugarcane, on average, cooled the surrounding air by 1.67 Fahrenheit (0.93 Centigrade), the researchers said in the study published in the April issue of Nature Climate Change."We found that shifting from natural vegetation to crops or pasture results in local warming because the plants give off less beneficial water. But the bamboo-like sugarcane is more reflective and gives off more water -- much like the natural vegetation," said lead researcher Scott Loarie. "It's a potential win-win for the climate -- using sugarcane to power vehicles reduces carbon emissions, while growing it lowers the local air temperature."Brazilians are world leaders in using biofuels for gasoline. About a quarter of their automobile fuel consumption comes from sugarcane, which significantly reduces carbon dioxide emissions that otherwise would be emitted from using gasoline.The researchers emphasized that the beneficial effects are contingent on the fact sugarcane is grown on areas previously occupied by crops or pastureland, and not in areas converted from natural vegetation. It is also important that other crops and pastureland do not move to natural vegetation areas, which would contribute to deforestation.So far most of the thinking about ecosystem effects on climate considers only impacts from greenhouse gas emissions. But according to co-researcher Greg Asner, "It's becoming increasingly clear that direct climate effects on local climate from land-use decisions constitute significant impacts that need to be considered core elements of human-caused climate change."
