He said that the economic recovery, to a large extent, depends on whether the governments of different countries can take effective measures to reform their financial institutions and systems. He added that if the financial and monetary conditions were improved, then the world would jump out of the current crisis at an earlier date. If the signs of recovery could appear in the second half of this year or in this summer, then the world could gradually walk out of this financial crisis. In another report, the IMF said on Thursday that the world economy is expected to contract in 2009 for the first time in 60 years as advanced economies will shrink sharply. Global activity will contract by 0.5 to 1 percent on an annual average basis, the first such fall in 60 years, the IMF said in an analysis provided to the Group of 20 (G20) industrialized and emerging market economies. Advanced economies will suffer deep recessions in 2009, while the United States will contract 2.6 percent, the assessment said. Capital injection into IMF at G20 Responding to the question of capital injection into the IMF at the upcoming G20 summit in London, Portugal said the IMF had enough resources to manage the problems the world economy is facing now. From the start of economic crisis, our credit capability is 250 billion U.S. dollars, among which we have used 50 billion dollars, so we still have 200 billion dollars left, said Portugal, adding that we hope to prepare for the worst to come, if more countries need our financial support. BEIJING, Feb. 27 (Xinhua) -- Mitsubishi Motors, one of Japan's major car producers, will recall 9,390 vehicles in China from March 7 for brake system problems, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) announced Friday. The problematic vehicles include 9,108 Outlander EX models produced in the period from Nov. 7, 2007 to Dec. 5, 2008, and 282 Lancer EX vehicles produced from Oct. 3, 2008 to Nov. 20, 2008. The report said the brake vacuum booster of the cars could fail to function because of inside valve defects, posing a potential danger. The GAQSIQ said Mitsubishi vehicle owners could have their cars examined and repaired free of charge at the company's service centers across the country. The Japanese auto-maker recalled 12,985 vehicles last December, including 6,090 Grandis and 6,895 Outlander EX models, imported to China as the brake lights had problems because of a short circuit in the switch.
NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry. The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing. The government would offer more support in tax breaks, financing, and vocational training, Wang said. The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion. Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday. More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong. McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China. The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.
