SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. SAN DIEGO (KGTV) - San Diegans are remembering Talk Show Host and Entertainer Regis Philbin after he passed away Friday.Philbin's first television appearance was on the Regis Philbin Show at ABC 10News. Back then we were called KOGO TV."He never forgot where he started in television and that was right here in San Diego and he loved talking about it," Radio Personality and Friend Shotgun Tom Kelly said.Kelly rescued a couple old photos from the newsroom before they were thrown out depicting Regis' time at ABC 10News. One shows a youthful Philbin standing with the news crew in front of two rows of cars and a KOGO TV van.Another shows him at the Regis Philbin Show desk."I came to Channel 10 in 1960 and I think Regis started in 1961." Former Chief Photographer Lee Louis said he was 19-years-old at the time. He said Philbin seemed like a father figure back then, but he later realized Philbin was only 29.His most memorable assignment with Philbin was when Jayne Mansfield came to town. He said they "went to the old Lindbergh Field terminal off Pacific Highway before they even built the new terminal... He interviewed Jane Mansfield and as we talked about earlier, somewhere I have a black and white picture of him interviewing Jane Mansfield."Louis said he didn't realize until he saw Philbin on national television, what an icon he would become.Philbin's success, according to Kelly, was partially due to advice Philbin received from a San Diego Union Tribune Columnist named Don Freeman. Kelly said Philbin had just left the Navy and wanted to work in television. He said Philbin loved reading Freeman's articles and mustered up the courage to go meet him and talk about breaking into the business. Kelly said he gave him this advice, "I think you've got a future, the one thing that's going to make you stand out is be yourself. And that's what Regis was, he was always himself. If you met Regis in person, it would be the same way you saw him on television."That relatable personality drew millions of fans over the years, including Louis."I still enjoyed watching Regis and Kelly Live and 'yeah I knew that guy,' I started with him, or he started with me, I don't know which," Louis said smiling. Kelly said he had the privilege of hosting a Hollywood Media Professionals luncheon last year honoring Philbin's career. He wanted to surprise Philbin and brought out his first photographer. "Regis was overjoyed, it was just wonderful. I mean it was just a great surprise to pull that on a celebrity."Kelly said he would be missed."At least he didn't die of the virus [coronavirus]. It sounds like he went naturally. It sounds like he was home, I'm sure his family was around him. I don't want to think about that as much as the few good memories I had back in the 60s when we worked together." Louis said. 2826

SAN DIEGO (KGTV) - San Diego cyclists enjoyed a rare opportunity to ride over the Coronado Bridge Sunday at the annual Bike the Bay. The event allowed riders of all abilities to tour the 25 miles of the Bayshore Bikeway and the Coronado Bay Bridge. SAN DIEGO (KGTV) -- San Diego immigration advocates say they are feeling a sense of hope after the election of Joe Biden and Kamala Harris. "I was definitely hopeful that, once again, we’ll have a process of consulting with an administration that wants to do something in regards to immigration versus what I would describe as an iron fist against anyone who’s coming into the country," says Pedro Rios, the director of the American Friends Service Committee.President-elect Biden has already shared some of his immigration related plans once he takes office. Biden has vowed to reinstate the Deferred Action for Childhood Arrivals (DACA) for children brought to the U.S. by their parents. The former vice president has also said he plans to halt funding for the border wall and reverse the Migrant Protection Protocols, allowing asylum seekers to wait in the United States, instead of Mexico, until their asylum case is heard. During the last presidential debate, Biden also promised a pathway to citizenship during his first 100 days in office. Rios says the passing of that plan would depend on who controls the senate come January. "If the Republican Party wants to remain relevant and go back to some of the values that they uphold, they will need to have a bipartisan agreement," says Rios. 1305
