SAN FRANCISCO (AP) — A California man convicted five years ago of defrauding several local governments in the state has been charged with trying to steal million from the Paycheck Protection Program. Federal prosecutors announced Friday that Attila Colar of Richmond submitted nine loan applications and falsified payroll tax documents. He received .1 million from one of the applications, but his defense attorney said the money was never spent and was later seized by the FBI. Colar, who goes by several aliases including Dahood Sharieff Bey, is the former leader of a Black Muslim temple in Oakland. He was convicted in 2015 of submitting bogus documents to win security contracts. 698

SAN DIEGO, Calif, (KGTV) - An information meeting Thursday evening is one of the final steps before plans to expand the Miramar Landfill are sent to the state. Currently, the landfill is expected to close Sept. of 2025, but this new plans will extend that to an estimated closure of Nov. of 2031, and also increase the height of the landfill by a maximum of 25 feet. Program Manager for the Solid Waste Local Enforcement Agency Bill Prinz said these dates could change depending on how quickly trash is put into the landfill. He also said this increase in capacity means about 10 million cubic yards of trash are being added to the already about 87 million cubic yards. Currently, 87,760,000 cubic yards of Gross Airspace are being used, and the plan will bring the maximum height to 97,354,7355 cubic yards of Gross Airspace. The meeting Thursday, May 28 is from 5:30 p.m. to 7 p.m. and will be information focused. The public can tune in virtually to listen, ask questions and offer feedback, however no decisions will be made. Prinz said the LEA will send the plans, including the feedback from the meeting, to Sacramento, and the state will have 60 days to either accept or deny the plan. SAN DIEGO (KGTV)- The San Diego Fire-Rescue Department and local military members are working to put smiles on the faces of kids this holiday season. The 2019 Toys for Tots drive started Sunday. The fire department is partnering with the U.S. Marine Corps Reserve. They have been collecting toys for more than 15 years. Through December 16, all San Diego Fire facilities will be collecting toys and books. The items must be new and unwrapped. Toys for Tots is in its 71st year. U.S. Marines distribute the donated items to the children each year. Since 1947, more than 244 million children have benefited from the toy drive. Local Marines are asking for volunteers to help distribute the items, Monday through Friday, from 9a to 3 pm. The distribution site is at 9955 Pomerado Road. 790

(KGTV) -- After being under a federally mandated quarantine at MCAS Miramar for two weeks, Steven and Michele Smith are finally heading home to Paradise, California."Tomorrow morning we're putting our bags on the other side of that door and we're heading on a bus to the airport. We're going to rent a car and drive 600 miles home," said Steven Smith in a Skype interview with 10News.The two would have been back home weeks ago after their planned cruise to Hawaii, but due to a coronavirus outbreak on the Grand Princess cruise ship they were on, they and all other passengers had to go into quarantine once their ship finally docked in Oakland."My sister is taking care of my birds, my daughter is taking care of my dog, and then my friend is taking care of our cat," said Michele Smith.The Smiths will complete their 14-day quarantine Tuesday and drive home Wednesday. Health and Human Services officials tell us nearly 50 people quarantined at Miramar left Tuesday, and the remaining 130 people will be discharged over the next two days. For nearly two weeks, their temperatures were checked twice a day. The Smiths mostly remained inside of a room at the Consolidated Bachelor Quarters on base, had food delivered three times a day, and only stepped outside occasionally."You can go out and walk outside, they have a fenced-in area that they keep us inside of," said Steven Smith.They were tested for COVID-19 and got their results back Monday."It was just a weird test, to have somebody shove something up your nose that far back into your nasal cavity," Steven Smith explained."But we tested negative!" added an excited Michele. "So, we are virus free 100 percent."They are thrilled to be heading home healthy and say their positive attitude and sense of humor helped get them through this unusual time.Michele leaves others just starting their quarantine with this advice, "I would recommend to all the people out there, now is not the time to bring up negative things or things that could create conflict, but just to love on each other, laugh and enjoy each other." 2101

SAN DIGEO (KGTV) - The number of calls to San Diego County’s Child Abuse Hotline has dropped by more than half since schools across the region closed to prevent the spread of the coronavirus disease.County data provided to 10News shows a more than 50 percent decrease in calls regarding allegations of child abuse or neglect.According to the county, for the week of March 9 to 15, there were 1,859 calls.
