SAN DIEGO (KGTV) — America's Finest City is also considered America's friendliest city, according to a recent survey by OfferUp.San Diego ranked first on the list of friendliest U.S. cities with 80% of users of the mobile marketplace app, OfferUp's 2019 Good Neighbor Report said. The national average of users rated friendly by another user was 75% in comparison.Between Sept. 12-16, the site surveyed more than 2,000 people who use the marketplace app in their communities. When asked how political beliefs affect interactions, more than 60% said their political affiliation never affects their relationships with neighbors.And despite social media, 21% of respondents say they always communicate in-person with neighbors. About 30% said they do so often and 29% said sometimes. About 67% also said they have never avoided a neighbor on purpose."The results affirm the thousands of stories we’ve heard from people across the country who have built meaningful bonds with neighbors through our marketplace," the survey said. "Even in these divisive times, we’re hopeful about the health of America’s communities." 1254

SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. He told 10News he plans to spend no more that six months in Italy.“My goal is to come back here, even if it’s not as CEO” he said. “We’re doing some great things.”On Thursday, the board that oversees the RTFH will vote to confirm Tamera Kohler as acting CEO.She worked with Walker in Utah and currently serves as the COO.Walker said he leaves for Italy on Friday. 2522

SAN DIEGO (KGTV) – A suspicious backpack prompted a bomb squad response downtown Tuesday afternoon. According to San Diego Fire-Rescue, the incident unfolded around 3:30 p.m. just outside the federal building on the 800 block of Front Street. Authorities say a security guard at the building saw a man acting suspiciously before tossing a military backpack into a planter. After using special equipment to examine the bag, the bomb squad found only personal items inside the bag. The FBI said it sent agents to the scene, but that the "matter is being led by Federal Protective Services." 596

  

SAN DIEGO (KGTV) - An oft-deported immigrant who was charged in a DUI, hit-and-run crash that injured a young boy in the South Bay will not be tried for the third time.A judge ruled Friday to dismiss the case against 39-year-old Constantino Banda Acosta. Banda was charged with driving under the influence and fleeing the scene of a hit-and-run on Camino de la Plaza in San Ysidro on May 6, 2017.Investigators said Banda ran a stop sign and crashed his pickup truck into the Lake family’s Honda Accord, as they were heading home from Disneyland. SAN DIEGO (KGTV) - A woman was left bleeding and bruised after she was forced to jump off an electric scooter. She had to think quickly when she realized the brakes were cut Tuesday night in Pacific Beach. "My option was either to jump off the scooter or to just roll with it into traffic," said Mary Adamcyk. Adamcyk says she rides electric scooters all the time. Tuesday night, it didn't end well. RELATED: Man in scooter crash near downtown San Diego dies"I went to hit the brakes and they just didn't work and the scooter just kept going," she said. "I was really freaked out because there were two cars coming towards me."So, she decided to jump. "I just kind of went flying, I mean, I jumped off, I fell to my knees, my cell phone went flying," said Adamcyk. "I had holes just torn into both of my knees, they got cut up. This time, she missed it. "I'll see an entire nest with the brakes cut," she said. "I just see it so often."Rutgers University released a new study on electric scooters this week. They found head injuries due to scooter crashes have tripled in the last decade. Although she didn't hit her head, Adamcyk reported the incident to Bird. They responded asking for more details and said they were looking into it. 1466
