SAN DIEGO (KGTV) — While many holiday events will go on this season despite the pandemic, one San Diego tradition is taking a break this year. The San Diego Bay Parade of Lights, scheduled for Dec. 13 and 20, has been canceled this year. Organizers said the decision was made due to the rise in coronavirus cases."We are sad to announce that due to the rise in COVID-19 cases, this year’s San Diego Bay Parade of Lights is cancelled," a statement on the parade's website read. "We are disappointed that the parade cannot take place this year but we would like to do our part to minimize the spread of the virus. Wishing everyone a safe and happy holiday season. See you next year!"The parade, which was looking forward to its 49th year, routinely brings crowds of more than 100,000 San Diegans to the bay over two weekends to watch as nearly 100 boats sail through the bay, decked out in colorful lights and decorations."Our number one priority is safety and this year large crowds associated with the San Diego Bay Parade of Lights are not advisable due to the Covid-19 pandemic," said Parade Chairman Larry Baumann. "We know how much our residents and visitors love the parade and this was a very difficult decision. But in consulting with Port, City, County and State experts, canceling the parade was the right decision."Originally, the parade anticipated changes due to the pandemic, nixing the parade's awards dinner due to public health orders.San Diego County was put into California's purple reopening tier this month, the most restrictive, amid a surge in coronavirus cases across the state. 1608

SAN DIEGO (KGTV) -- USO San Diego received a 0,000 grant that has expanded several food and nutrition programs to support military families across the country who have been impacted by the pandemic. The gift was provided by The San Diego Foundation COVID-19 Community Response Fund, in large part due to funding from San Diego Gas and Electric, said the non-profit in a release."Immediately following the stay-at-home order in our county, USO San Diego recognized the importance of sustaining our food distributions," said Ashley Camac, USO San Diego's Executive Director. "We wanted our military families to be confident the resources they depended upon would remain accessible."The resources mentioned include grab-and-go bags of non-perishable items, a Thanksgiving meal kit giveaway, mobile farmers markets, and healthy breakfast options for military children participating in distance learning.Currently, SDG&E has donated .5 million to the San Diego Foundation COVID-19 Community Response Fund. The utility company plans to contribute an additional 0, 000 in early 2021."Even without factoring in the impacts of the pandemic, military families face many stressors related to deployment and make great sacrifices to serve our country," said Eugene "Mitch" Mitchell, SDG&E's vice president of state governmental and external affairs. "Food insecurity is the last thing they should have to fear."Since the pandemic, San Diego USO has served over 200,000 military members and their families. 1517

SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

SAN DIEGO (KGTV) — With San Diego Comic-Con fans missing the convention in-person this year, some have instead left a tribute across the street from the convention center.Fans of the pop culture event recently began leaving flowers, t-shirts, and notes of their memories from past Comic-Cons outside TinFish — a popular site for people watching and off-site SDCC experiences every year.Chris Morrow, one of the organizers of the shrine, says the tribute was organized as a way for fans to continue connecting over their shared love of the convention.RELATED: San Diego Comic-Con 2020: What to know about SDCC@Home"Residents from San Diego County got together to show love and respect to Comic-Con. The popular arts convention is online this year and residents wanted to let everyone know San Diego Comic-con is not forgotten and we will see them back in person 2021 in San Diego," Morrow wrote. She says that they're asking fans to socially distance and drop off a note or flowers until Monday, July 27. Then, notes will be cleaned up and sent to Comic-Con organizers."We hope this brings a smile and a little SDCC to our city in 2020," Morrow added.Morrow says while some items have been stolen or torn down, they are working to keep it maintained. 1256
