The first day of fall is just one week away and restaurants are preparing to take another hit.“A lot of us are going into these months thinking, you know, how many more days can I survive until I have to close my restaurant?” said Kevin Boehm, a co-founder of the Boka Restaurant Group, an independent restaurant coalition.Boehm is also a restaurant owner in Chicago, where COVID-19 restrictions have slashed indoor capacity. And he says outdoor seating won't be possible much longer. The National Restaurant Association surveyed owners around the country. About three quarters say they're using patio space right now and hope to continue doing so for a least a few more weeks.Outdoor dining is bringing in nearly half of their daily sales but keeping customers outside will soon get more costly.“Equipment for outdoor dining, especially when it gets cold, get expensive, be it a tent for a parking lot, be it heaters or anything like that, that starts adding up in costs,” said Mike Whatley, VP of State and Local Affairs at the National Restaurant Association. The association wants local governments to start grant programs for buying that equipment to keep temporary regulations in place that allow for more outdoor service. The coalition hopes to see increased indoor capacity for cooler months. They're also lobbying for Congress to pass the Restaurants Act, which would create a 0 billion grant program for independent restaurants.Boehm says there could be rolling closures through the winter.“By the time we get to next summer, we're going to be looking at a much smaller array of restaurants, a lot less choices, a lot more chains, and the independent restaurant is going to be an endangered species,” said Boehm. The National Restaurant Association says owners that are innovative are the ones that will make it through this crisis. 1849

The defense rested its case Tuesday morning in the trial against former Trump campaign chairman Paul Manafort without calling any witnesses, setting the stage for closing arguments Wednesday morning.Manafort spoke for the first time in court during the trial, saying he will not testify.Manafort told Judge T.S. Ellis that he would not testify during a brief questioning at the podium before the jury was brought in the room. Manafort is not required to testify because of his Fifth Amendment rights against self-incrimination. Ellis made this clear during his brief conversation with Manafort."You have an absolute right to testify before this jury," Ellis said. "You have an absolute right to remain silent before this jury." 735

The family of a 14-year-old Arizona boy with autism is demanding accountability after a Buckeye, Arizona police officer mistook the child for a drug user and detained him.On July 18, the boy, Connor Leibel, was forced to the ground by the officer and suffered multiple scrapes to his back, arm and face. The entire incident was captured on body camera, which was obtained by Scripps station ABC15. Watch the full raw video in the player above. Buckeye police officials did not immediately respond to requests for comment early Monday. In a statement by the Leibels' attorney, the family said they anguished over what happened and are demanding the city implement better training for its officers. “It’s astonishing that even after an internal investigation, the Buckeye Police Department claims it did absolutely nothing wrong,” the statement said. 861

The Democratic-controlled House has approved a wide-ranging defense policy bill, even as President Donald Trump renewed his threat to veto the bill unless lawmakers clamp down on social media companies he claims were biased against him during the election. Trump tweeted Tuesday he will veto “the very weak National Defense Authorization Act,″ or NDAA, unless it repeals so-called Section 230, a part of the communications code that shields Twitter, Facebook and other tech giants from content liability. Trump also wants Congress to strip out a provision of the defense bill that allows renaming of military bases that now honor Confederate leaders. The defense bill now goes to the Senate. 699

The death toll from a powerful explosion in Beirut Tuesday has reached 100 and is still climbing. At least 4,000 others were injured. While no one knows yet exactly how many people died in the blast, the destruction was so extensive that the shockwave was felt across the city. The blast, which began as a fire in a port warehouse, happened just after 6 p.m. local time.Beirut's emergency services were so overwhelmed that it was up to whoever could help to provide comfort to the injured. Open lots were turned into field hospitals. In an instant, lives were lost and livelihoods were destroyed."The whole house collapsed on us," one woman who survived the blast said.Following the explosion, Michel Haibe visited the site of what used to be his electrical goods store."Forty years," Haibe said. "War, we've seen woes of every kind, but not like this. As if the economic crisis, coronavirus, the revolution weren't enough, this tops them all."Life was already a struggle in Lebanon with its economy in freefall and the coronavirus on the rise. Now, the country's capital must dig out of another tragedy."We got here an hour ago, and as you can see, it's completely and utterly destroyed," bar owner Hadi Shahlawi said. "We've been open since last October and we've been fighting every month with different circumstances — the economic situation. It's catastrophic; what's happening in Lebanon is a catastrophe." 1417
