A bond has been set for a man accused of chasing after and shooting at a Rochester teen seeking directions to school. Jeff Ziegler, a former lieutenant in the Detroit Fire Department, was arraigned on felony charges of being in possession of a firearm and assault with intent to murder. His bond was set at ,000.According to Assistant Prosecutor Kelly Collins, Ziegler has a previous weapons conviction from 2005.  The judge additionally ordered the Rochester man to not have direct contact with the victim or his family, and to surrender all of his weapons to the Oakland County Sheriff's Department. He must also wear a GPS tether and attend mental health counseling two days a week. Because the suspect stays within a 10 mile radius of the victim, the judge ordered that if bond is made, he will be required to find another place to live. When 14-year-old Brennan Walker missed the bus and tried to walk to school Friday morning, he got lost after he couldn't remember the route. A Florida man was charged with murder after detectives connected him to the suspicious death of his girlfriend.The investigation began Oct. 15 when Sarasota County deputies were called to a vehicle fire along I-75 in Osprey. When deputies arrived, they found a minivan with a deceased female inside.The driver, 34-year-old Michael Clark, told deputies he didn’t know how the fire began, how the female died or how he got to Sarasota.State investigators with the Bureau of Fire and Arson Investigations determined the minivan was intentionally set on fire. They found a gas can inside the minivan and a lighter nearby.Further investigation by the Medical Examiner’s Office determined the victim’s cause of death was homicide caused by blunt force trauma.The investigation revealed that Clark drove his minivan to meet the victim at work on Oct. 14. A witness saw the two get into an argument. During which time, Clark was seen confronting the victim and the victim pushed him away. Clark then put the victim in a headlock, according to the arrest affidavit. The victim was last seen alive walking with Clark towards his minivan, her car never left the parking lot.Detectives determined Clark beat the victim to death before placing her in the back of the minivan, driving southbound along I-75, and eventually setting the vehicle on fire with the intent of destroying all evidence of his crimes. At the time of the incident, personnel seized Clark’s clothing for investigation and recovered a small amount of cocaine. He was transported to the hospital and later released while the investigation continued.On Thursday, Sarasota County detectives working in partnership with the Hillsborough County Sheriff's Office executed an arrest warrant and search warrant at Clark’s home.He was taken into custody and booked into the Orient Road Jail in Tampa. Sarasota County detectives charged Clark with Murder, Arson, Tampering with Evidence, and Possession of Cocaine. He remains in custody without bond.The victim was 34-year-old Kristen Kelley, Clark’s girlfriend of several years. The couple had three children in common. 2170

A group of siblings are back together after being separated in foster care.A Texas couple with three biological children officially adopted the five siblings over a Zoom call in May, doubling the size of their family.Andi Bonura says she and her husband, Thomas, had been wanting to adopt after years of pregnancy issues. Their three existing children, Joey, Sadie and Daphne, were born premature. They also lost one child during a pregnancy and another died in the NICU.So, in 2017, the couple got licensed to become foster parents. Their first foster child was Bryson, who is now 2 years old. The couple then began fostering two of Bryson’s older siblings, David and Gabrielle.Eventually, the two final siblings, Thomas and Carter, started visiting the Bonura home and asked if they could also come live with them, according to Bonura.Bonura says that one day, she got a call saying their foster children’s biological parents were terminating their rights to the kids and they were given the option to adopt them. They said yes.Bonura says finally adopting the children was so freeing and felt wonderful.“We had been working so hard for years to get them all together, to bond as a family and it just feels so amazing to all of us, knowing we are a family, finally,” said Bonura.If you’re considering becoming a foster parent or adopting, Bonura says to do it if you can.“It will be the single most important and meaningful thing in your life,” she said. “The struggles to get to the place, your goal, is worth every tear. A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. A couple arrested in Mexico while pushing a baby stroller filled with human body parts may have killed up to 20 women, according to the chief investigator on the case.The man and woman were detained Thursday in the Mexico City suburb of Ecatepec on suspicion of murdering 10 female victims. However, the male suspect has since claimed that they are responsible for twice as many deaths.Police arrested the pair, identified only as "Juan Carlos N." and his wife "Patricia "N.," during an investigation into the disappearance of three women and a two-month-old baby. The man gave detailed accounts of the original 10 deaths. He also told police that he and his wife had killed a further 10 people, according to State of Mexico Prosecutor Alejandro Gomez and reported by AFP.Police found eight plastic buckets full of dismembered body parts and cement in the couple's house, Gomez revealed in a Facebook post on Sunday.
