SAN DIEGO (KGTV) — More people have tested positive at the San Diego Convention Center, which has been serving as a shelter for San Diego's homeless since April.Regular testing has been conducted at the Convention Center since the shelter opened, but there was a rise in positive cases starting with tests administered on Dec. 3. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. The event includes traditional libations, drum call, Karamu traditional feast and Kwanzaa poetry by Johnnierenee Nia Nelson. Doors open at 6 p.m. at the WorldBeat Cultural Center in Balboa Park for the free event. Kwanzaa is an African American holiday celebrated from December 26 through January 1. The center will be celebrating five of seven days of Kwanzaa with master of ceremonies, Tukufu Kalonji. SAN DIEGO (KGTV) – On Friday, the president of San Diego's Christian Youth Theater (CYT) held a press conference addressing this week's claims by several former students that they experienced sexual misconduct or sexual abuse by former teachers.CYT President Janie Russell Cox said the San Diego branch will remain dark until further notice as they investigate these abuse claims. “We are fully committed to the safety of every single child and we are grieving for every single individual whom we love and we care so deeply for. We apologize. [We] love you,” Cox added.The El Cajon-based program was founded 40 years ago and is for students ranging from 4 years old to 18 years old. CYT claims to be the largest youth theater group in the country with branches nationwide.Artist Brian Justin Crum, who went on to become a finalist on America's Got Talent, told ABC10 News on Friday that when he was 13 years old, his former CYT teacher invited him to a gay pride event. “I remember him questioning my sexuality and saying basically, like, you should come to this thing and see what you think and see how you feel when you're there and we can go together. I'll take you,” Crum said. “It was creepy. It felt inappropriate.”Crum said he was not assaulted but boundaries were crossed. “There was definitely a culture there where the teachers and the students were too close,” he added.On Tuesday, attorney Jessica Pride told ABC10 News that she's representing a former student who claims to have been sexually abused and several other former students have been contacting the law firm. “I think over the next couple of weeks as things unfold, you're going to see that this was just rampant at CYT and that they didn't do anything to protect these children,” said Pride.When asked Friday about whether staff ignored complaints from former students against former teachers, Cox replied, “I can't answer that. I don't have enough knowledge to know what decisions were made at that time and that's part of our investigation to find out.”Cox told reporters that CYT is starting a diversity committee and looking at doing restructuring to diminish favoritism, nepotism, and discrimination.
