AUSTIN, Texas – Inside a restaurant called “The Pita Shack,” Ayman Attar Bashi recreates part of his culture through the food served in his restaurant. “We are lucky,” he said. He and his family are lucky because a decade ago, they fled violence in Iraq, becoming refugees and resettling in Austin, Texas. “To be a refugee is not a choice,” he said. “Not a choice.” Refugees like Ayman, though, may no longer be able to count on Texas for a fresh start. Governor Greg Abbott said the state has already done more than its fair share. In a letter to Secretary of State Mike Pompeo, Gov. Abbott said that since 2010, “…roughly 10% of all refugees resettled in the United States have been placed in Texas.” He added that, “in addition to accepting refugees all these years, Texas has been left by Congress to deal with disproportionate migration issues resulting from a broken federal immigration system.” “There had been 41 other governors that had had come out and said, ‘yes, our state we would love to continue to accept refugees’ and that was a mix of Democrats and Republican governors, and so Gov. Abbott was the very first who had said no,” said Russell Smith, with Refugee Services of Texas, the largest resettlement agency in a state. Last year, Texas took in 2,227 refugees – the most of any state. It was followed by Washington, with 1,930 and California with 1,802. Overall, America is admitting fewer refugees. Back in 2016, President Barack Obama set a limit of 110,000 for the 2017 fiscal year. This year, President Donald Trump is setting a limit of 18,000. Though a judge put a temporary stop to the Texas plan, the potential for refugees to be rejected looms large here. “Every action has negatively affected resettlement at the same time,” Smith said. Whether the plan eventually goes through – or gets permanently rejected by the courts – remains to be seen. Back at his restaurant, Ayman says he and his family feel safe and welcomed in Austin. “You’re an active element in this community because we’re hiring people, we are providing people with good food, spread our culture – at the end of the day, you feel like you are doing a lot of good things in this community,” he said.The Trump administration has not said yet whether it will seek to appeal the federal judge’s decision, which stopped Texas from refusing refugees. 2356

Food is a basic necessity, but getting access to that food, doesn’t always come easy. “I have been using SNAP off and on for about 13 years,” SNAP recipient Andrea said. Andrea is on food stamps. SNAP – the government’s “Supplemental Nutrition Assistance Program” – is the country’s largest nutrition assistance program. “I did not have any family to support me, I had lost my job, and I had a child with a lot of health needs. So I was in a place of needing to provide food for my family,” Andrea said. At one point in her life, Andrea says she was budgeting a week for groceries. It wasn’t enough to support her whole family. “I had this moment where I just kind of sat on the kitchen floor and realized that I could allow myself to go hungry, but I couldn’t let my kids. And it had reached the point that I was afraid that was going to happen,” Andrea said. So, she applied for SNAP once again. Andrea is one of nearly 40 million Americans currently using the program.“It provides individuals and families who have lower income with access to food benefits on a monthly basis. It’s transferred on an electronic benefit card, that can be used just like a debit card at a grocery store,” said Karla Maraccini, the Division Director of Food and Energy Assistance Programs at Colorado Department of Human Services. The Colorado Department of Human Services is preparing for a change to the SNAP program, expected to go into effect April first. “A proposed rule was finalized regarding requirements for able-bodied adults without dependents. These are adults that are age 18 to 49 who do not have a dependent child in their care under the age of 18,” said Katherine Smith, the Division Director of the Employment of Benefits Division. Under current rules, able-bodied adults can only receive three months of SNAP benefits in a three-year period if they work less than 20 hours a week. However, there has been an exception to that rule. “Based on unemployment rates and other economic factors, states have been able to get waivers so that those able-bodied adults without dependents did not have to meet those work requirements,” Smith said. The administration’s change will make it more difficult to get approval for that waiver. The Agriculture Department estimates it would cut benefits for roughly 688,000 SNAP recipients, which in turn would save the federal government around .5 billion over five years.On Twitter, Secretary of Agriculture Sonny Perdue explained why he thinks the country will benefit from the change. Governor Andrew Cuomo announced on Monday the state's formula that will determine which school districts can reopen to students in September.The formula will be implemented between August 1 and August 7, based on COVID-19 data in each region. Schools in regions in Phase Four of their reopening at that time will be able to reopen to students if the region's daily infection rate remains 5% or lower over a 14-day average.After August 1, schools will close if their regional infection rate is greater than 9% over a seven-day average.Once reopening, schools must follow guidelines specific to their districts. The New York State Health Department has released its own guidelines, which will be used by districts to develop plans.The health department's guidelines include masks and PPE whenever students or staff cannot maintain social distancing (six feet of separation).
