SAN DIEGO (CNS) - San Diego County public health officials have reported 540 new COVID-19 infections and one new death related to the illness, raising the region's total to 59,656 cases and 908 deaths as the county continues to await news on whether it will sink into the dreaded purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday. "Wear a face covering when you go out in public, stay six feet away from others and avoid crowds and large gatherings."The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station.The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement.The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first.The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities.When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year.The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925

The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. Homeless residents can contact 211 San Diego between noon and 7 p.m. to be connected to a shelter provider. In some cases, residents are eligible to receive assistance with transportation to an inclement weather shelter. SAN DIEGO (CNS) - Recent rainfall has led to an influx of seabirds washing ashore and becoming beached along San Diego's coast, the San Diego Humane Society said Friday.The organization's Project Wildlife program, which focuses on animal rehabilitation and conservation, has recently cared for multiple seabirds, including loons, western grebes and a blue-footed booby who became beached during periods of high surf and stormy weather.Seabird diets are also affected by rainfall as vacillating ocean temperatures cause their food sources to dive deeper than normal. Consequently, the birds are often too weak to get past strong coastal waves into the open ocean. Humane Society animal care staff recently transferred their rescued birds to SeaWorld for further rehabilitative care.Residents are advised to contact a lifeguard, the Humane Society's Humane Law Enforcement division at 619-299-7012, ext. 1, or SeaWorld at 800-541- 7325 if they see a beached or struggling seabird.
