(KGTV) — Police are searching for the driver responsible for hitting and killing a woman on a North County freeway this week.A person lying on the right shoulder of westbound State route 78 under the Rock Springs Rd. overcrossing was reported to police just after 6 a.m. Wednesday, according to California Highway Patrol.Escondido Fire Department and CHP found a 26-year-old female from Escondido, who appeared to have been hit by a vehicle, dead on the right shoulder.No vehicle was found at the scene. CHP is investigating how and why the woman was on the freeway.The suspect vehicle is described as a 2017/2018 Mercedes Benz E-Class sedan and believed to be green. CHP said the vehicle should have damage to its right front fender and wheel well.Anyone with information on the collision is asked to call CHP at 858-637-3800. 853

(KGTV) — Encinitas leaders will consider developing a parking lot for the homeless next week, but the idea is already receiving pushback.If approved, the parking lot would be the first for homeless use in North County and modeled after other similar lots in San Diego.The location, at the Leichtag Commons agricultural property on Saxony Road, would be operated by Jewish Family Services. Some locals have already submitted letters to Encinitas City Council against the idea: "While a homeless parking lot may sound like a compassionate idea, it will be problematic for the area," wrote one resident."I am not opposed to helping, I am opposed to the location," said another, citing safety concerns."I wonder who is going to pay for the added police patrol/protection when this upscale neighborhood becomes a hep-c ghetto like parts of downtown San Diego," wrote another resident."There's something a bit crazy about allowing homeless people to live in one of the most desirable towns in the world for free, no strings attached," another local wrote.Much of the money to be used for the program comes from a state grant. Hopkins added that the grant includes money for security, but other lots have had minimal problems."We hope when City Council gets together, they'll understand the urgency of families and individuals living in cars," Hopkins said.Encinitas' leaders will hold their first vote on the plan Wednesday. 2130

FALLBROOK (CNS) - Four residents were displaced Tuesday when a fire broke out in the garage and damaged part of their Fallbrook home, authorities said.The blaze was reported shortly before 6:30 a.m. at a home in the 2000 block of Pomegranate Lane, off South Stage Coach Lane north of Fallbrook High School, according to North County Fire Protection District spokesman John Choi.Firefighters from the Oceanside and Camp Pendleton fire departments responded to the scene along with Cal Fire San Diego personnel to help douse the blaze, which fully engulfed the garage and extended into portions of the home and the attic, Choi said.Crews knocked down the flames within 35 minutes, but the fire caused extensive damage to the garage and minimal damage to the home, he said.No injuries were reported.The American Red Cross was called to the scene to help the displaced residents -- four adults and one pet -- arrange for temporary lodging.The cause of the fire was under investigation. 989

  

ESCONDIDO, Calif. (KGTV) - The recuperative care facility run by Interfaith Community Services in Escondido is bright and clean. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. Hospitals must also show that they tried to connect the patients with housing services, though patients can refuse or choose their own destination, even if it’s back to the streets.“That’s a needed improvement,” said Anglea of the new law, but noted it still doesn’t solve the main problem of giving continued medical care to discharged homeless patients. 1955
