SAN DIEGO (CNS) - Two vehicles collided on Interstate 8 near State Route 79 today, injuring four people, authorities said.A black Honda sedan and a Toyota van collided near Alpine at 11:06 a.m., causing one of the vehicles to overturn and land on its roof, according to a California Highway Patrol report.Cal Fire reported four patients were taken to area hospitals.No further information was immediately available. 423

SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. SAN DIEGO (CNS) - Three congressional incumbents are defending their seats across San Diego County in the November election, while two other districts are up for grabs, with one representative retiring and another facing prison.In the 49th District, Rep. Mike Levin, D-San Juan Capistrano, will be challenged by Republican Brian Maryott to represent the district straddling San Diego and Orange counties.Levin won the seat in 2018, defeating Republican Diane Harkey in the general election, and taking over for Darrell Issa, who spent nearly two decades representing the area before announcing he would not seek re-election. Issa is now running to represent the 50th Congressional District.Maryott, a certified financial planner and San Juan Capistrano City Councilman, previously ran for the seat in 2018.Both candidates have identified assisting veterans and those affected by the COVID-19 pandemic among their chief priorities.Levin has advocated for strengthening the Affordable Care Act, while Maryott says he wants to end "Obamacare restrictions on specialty healthcare for our seniors" and opposes "nationalizing our world class healthcare system at all costs."Both candidates oppose offshore drilling and have identified the safe storage and removal of nuclear waste from the San Onofre Nuclear Generating Station as a priority. SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (KGTV) - A City pool is now drained and shut down after vandals threw glass into it.Parents who bring their kids to the Allied Gardens pool for swim lessons were notified on Monday of the closure. "Honestly my reaction, I just kind of sat there dumbfounded, they called and said the classes were canceled, me being curious I asked why, they said vandalism. I said you have to be kidding. This is my neighborhood!" said Marie Veenstra, a mom of three.She says two of her children attend lessons at the pool on Glenroy Street four days a week. "It is super frustrating, not only as a mom who can't bring her kids to the pool, but thinking about the environment," said Veenstra.The City says broken shards of glass can be impossible to see or retrieve without draining the pool. Broken glass found in and around the pool results in having to drain the pool completely, conduct a thorough cleaning of the pool bottom to retrieve remaining pieces of glass, refill the pool with water and necessary chemicals to ensure the pool is safe and then reopen the facility.The City's safety protocol is consistent with the Model Aquatic Health Code. Draining and refilling the more than 320,000-gallon pool will cost the City roughly ,000 when factoring in personnel. "We love our pool though, we wish this didn't happen, but we'll come back."City officials say a police report has been filed, but there are no leads as to who threw glass in the pool. 1458
