Over the past few weeks, the University of Farmington (Farmington), an undercover investigation run by Homeland Security Investigations (HSI), has been the focus of several media reports. These reports mischaracterized the purpose and rationale for the investigation, and I want to set the record straight. HSI is responsible for enforcing more than 400 federal statutes, including laws related to the student visa system. An estimated 1.2 million nonimmigrant students studied at more than 8,200 U.S. schools during 2018, promoting cultural exchange, providing billions of dollars to the U.S. economy, and contributing to research and development. Criminals and some students, however, exploit the student visa system, allowing foreign nationals to remain in the United States in violation of their nonimmigrant status.When a nonimmigrant student decides to enroll in a program of study in the United States, the student must abide by U.S. laws and regulations to maintain their nonimmigrant status. Above all, their primary purpose while in the United States must be to study. Every nonimmigrant student is required to "make normal progress toward completing a course of study" as a condition of maintaining their status. If they don't meet that standard, they are subject to arrest and removal from the country. The individuals who enrolled at Farmington, knowingly and willfully violated their nonimmigrant visa status and consequently were subject to removal from the United States.These individuals were not new to the U.S. student visa system; they were familiar with its requirements and their obligations. They secured visas to enroll in another U.S. school, and were already in the United States when they transferred to Farmington. In addition, prior to enrolling at Farmington, each prospective enrollee was informed that there were no classes, curriculum or teachers at Farmington. Despite this, individuals enrolled because they saw an opportunity to avoid any academic requirements and, instead, work full-time, which was a violation of their nonimmigrant status. Evidence, including video footage, audio recordings, and correspondence collected during the investigation supports that each prospective enrollee knowingly and willfully violated their nonimmigrant status.Farmington is a clear example of a pay-to-stay scheme, which is against the law and, not only creates a dangerous lack of accountability, but also diminishes the quality and integrity of the U.S. student visa system. Undercover investigations like this one provide law enforcement an inside look into how these networks operate, which was the primary purpose in establishing Farmington. The investigation provided HSI with a better understanding of how recruiters and others abuse the nonimmigrant student visa system. This, in turn, informs and improves DHS' efforts to uncover fraud at schools, provides insight into networks within the United States that facilitate such abuse, and serves as a deterrent to potential violators both in the short- and long-term.As sworn civil servants, HSI special agents will continue to uphold the Constitution and protect the country's borders and immigration laws. The rules and regulations that govern the student visa system help protect the country from individuals who seek to abuse the system or remain illegally in the United States. HSI is responsible for investigating these kinds of violations, which is precisely what it did by establishing Farmington to investigate a complex fraud scheme used across the country to undermine U.S. laws and individuals' safety. 3603

(WTMJ) -- A Wisconsin woman has been charged with second degree recklessly endangering safety after she allegedly had her 9-year-old son ride on top of her minivan to hold down a plastic pool.According to the criminal complaint, it happened around 3 p.m. local time on Sept. 9, when officers responded to reports of a child riding on top of a minivan.A 911 caller followed Amber Schmunk, 28, of Fredonia, until she pulled over and took her child and the pool off the vehicle's roof. Schmunk then continued driving down the road and stopped at her sister’s house where police caught up with her.Schmunk told police picked up the pool at a residence but did not have enough room inside the minivan. She said she “decided to put the pool on top of the minivan, but had no way to strap it down, so she had her child climb on the roof and hold it down while she drove.”Schmunk admitted to police she had her oldest son ride on top of the minivan, “but only for a short time, maybe 20-30 seconds.” Schmunk later stated it was safe because she used a strap to tie the child down on top of the pool.She also told the officer that she believed it was “ok” as her father let her do things like that when she was that age.Schmunk will be back in court on Nov. 14. If convicted, she faces up to ten years in prison and up to a ,000 fine. 1417

  

PHOENIX, Arizona — It sounds like something out of a horror movie.A colorful beetle that may look harmless, but it secretes a toxin so strong, it can even kill a horse. When it comes into contact with human skin, however, the effect of this toxin can lead to extremely painful blisters.One emergency room doctor described it as a chemical burn.Dr. Joanna Woods can describe that intense pain firsthand."I went through an entire tissue box of tissues crying my eyes out. It felt, not like an itch; it's like I put my arm on a skillet and couldn't take it off. It's just excruciatingly painful," Woods said.Woods says she feels certain she encountered the blister beetle while watching a show at a movie theater."Midway through the movie I started saying, oh I'm starting to feel a little itchy, there must be mosquitoes in here," Woods said.Then she thought it might be bed bugs.  She saw red welts on her arm as she left the movie theater, within hours those welts were turning into big, marble-sized blisters.Welt went to the pharmacy to get medicine, the pharmacist on duty advised her to go to an Urgent Care, and the Urgent Care physician advised her to go to an emergency room.Even in the emergency room, Woods said staff appeared to be stumped by the size of these huge blisters all over her arm."I had nurses in there saying I've been doing this for 35 years, I've never seen his, what is it?"Woods was hospitalized for two days due to concerns over the swelling and treat of infection.KNXV television station reached out to Eric Godinez, the owner of Scorpion King Exterminating, who said he was familiar with the colorful blister beetle."There is a time of year that blister beetles migrate through the Valley, usually through farmlands that contain alfalfa and hay," Godinez said.They are also found in backyards, where they munch on flowers and leaves.Godinez said these beetles would only attack if provoked."If you brush them off or try to squash them, they secrete a toxin that is very lethal. It will stay released for about 2-3 months even after it's dead," Godinez said.He advised leaving it alone if you happen to encounter one in your backyard.Phoenix is home to the "Master Blister Beetle."The bug has wings, and Godinez said it was a short flyer.How it got into a movie theater, or on Woods' skin is still a mystery."I just wished it had never happened. It was excruciatingly painful," Woods said.She is now talking to management at the movie theater to get to the bottom of it.Woods does admit she does have severe reactions to most bug bites, so just like anything, different people can have different reactions if exposed to the toxin from his beetle, but doctors said it lives up to its name, the blister beetle. 2805
