There’s more stress in our state and our country than I think any of us have ever seen,” he said. “The stress levels are overwhelming, and they’re not unfounded. There’s too many people out of work … too much economic hardship.”Murphy also said no one was wearing masks at the table because everyone was actively eating when the women approached. In just a few days, New York could be the first state in the country to ban declawing cats, unless it's for medical reasons. Cities like Los Angeles and Denver already outlaw it. Dr. Aubrey Lavizzo, with Paw Project Colorado, stopped declawing cats years ago, and he helped lead the charge to banning it in Denver. “It's a mutilation,” he says. “Basically, partial digital amputation is an amputation without cost. That's a mutilation, so it's cruel for that reason.” That's why he's excited to hear New York might become the first state in the country to ban declawing. Gov. Andrew Cuomo has to sign the bill that would forbid declawing for "cosmetic or aesthetic reasons." If the bill becomes law, those who violate it could face a ,000 fine. “Finally it's going to happen, and once that happens, I think it will create a domino effect. I'm pretty sure it will,” says Dr. Lavizzo. The New York Veterinary Medical Society opposes the bill, arguing that declawing should be allowed "when the alternative is abandonment or euthanasia." The group released a statement, saying in part "cats that would lose their home if not declawed face a higher risk of euthanasia than if their owner were able to care for them." However, Dr. Lavizzo says cat relinquishments have dropped 20 percent in Denver since the ban. “I'm not saying that's connected, but it does say that you know people are not relinquishing your cats because he can't get them declawed in Denver,” Dr. Lavizzo says. Kentucky Sen. Rand Paul has introduced a bill to ban no-knock warrants nationwide in the wake of Breonna Taylor's shooting death in Louisville.The "Justice for Breonna Taylor" Act bans federal law enforcement officers from forcing themselves into someone's home without announcing their authority or purpose. Taylor, a 26-year-old EMT from Louisville, was killed during a police raid on her home back in March, which was conducted under the authority of a no-knock warrant. It would also require the same of any state or local law enforcement agency that receives funds from the Department of Justice."After talking with Breonna Taylor's family, I've come to the conclusion that it's long past time to get rid of no-knock warrants," said Sen. Paul in a statement. "This bill will effectively end no-knock raids in the United States."The City of Louisville has since banned the use of no-knock warrants after Taylor's death and named the new ordinance after her. The Louisville Metro Council unanimously voted Thursday night to ban the controversial warrants after days of protests and calls for reform.According to NPR, the law requires police to wear body cameras when serving warrants and turn them on five minutes before entering a person's home. From schools to the economy, and now our democracy, the coronavirus is uprooting nearly all aspects of American’s lives. Several states have postponed elections as a health precaution, and voting advocates are calling on government leaders to prepare for voting system adjustments in case the COVID-19 crisis continues into the November general election. “For a lot of our registrars and election officials, they have been through some processes where they’re planning for emergencies. COVID-19 is adding a whole new layer,” said Kathay Feng. Feng is the executive director of California Common Cause, a non-partisan organization dedicated to making voting more accessible. With 30 states in the network, their election protection hotline is being flooded with calls. “State by state, one of the biggest questions is going to be, what are my alternatives? If I can’t get to my polling place, how can I get my ballot in?” said Feng. The organization is calling on Los Angeles County to send all registered voters a Vote-By-Mail ballot in the November General Election. And a newly proposed bill by Oregon Sen. Ron Wyden (D) would give all Americans the right to vote by mail if 25 percent of states declared an emergency related to the coronavirus. If passed, the measure would provide 0 million to fund the vote-by-mail efforts. However, making that change quickly won’t be easy. “You’ve got to print all the ballots, assemble them, make sure the right ballots are going to right people, and mail millions of ballots to people in Los Angeles alone,” said Feng. Carl Luna, a political science professor at San Diego Mesa College, says it’s an issue Congress must address. “Congress should probably have a national response to provide a big pot of money to every state, to be able to adjust their voting systems to deal with the pandemic, the way we’re doing it for economics and other issues,” said Luna. And for the change to be successful, Luna says states would have to do an aggressive campaign to ensure everyone not only gets a ballot but is reminded to send it back in. “Elections have to happen. Congress could postpone the November election, but by January 20, the president, under the Constitution, isout of office, and you need to have a replacement in place,” said Luna. He says if the November general election is postponed, it would be the first time in American history. “If we can do it during the Civil War, we can do it now, we just need the resolve and funding to do it,” said Luna.
