SAN DIEGO (KGTV) - A burglary at a shuttered salon in the College Area has dealt a 'punch to the gut' to an owner struggling to keep her business open.Just before 6 a.m. Sunday morning, video shows someone at the door of 'DO Beauty Boutique on El Cajon Boulevard. In the video, the door can be heard being pried open for several minutes, before the burglar lets himself in. Another intruder soon follows. With flashlights shining, they go shopping for more than 20 minutes before ripping down the surveillance camera."It's gut-wrenching. Just trying not to cry," said salon owner Tiffany Schaaff.Schaaff who opened the salon three years ago."They cleaned us out. Definitely a punch to the gut," said Schaaff.Shelves full of retail hair products are now empty. Also missing were tools of the trade, including flat irons, blow dryers, and scissors. The thieves even took drawers to carry out their haul.The total loss, including damage to the front door, is now at ,000 and climbing. Schaaff has insurance, but even the deductible is a hardship."Very trying. Definitely a month-to-month situation as to whether we are going to continue," said Schaaff.The salon is in its third shutdown of the pandemic. Yearly revenues are down about 75%."We’re bleeding out our pockets ... There’s 0 left in the salon account and we’ve cleared my savings," said Schaaff.An emotional Schaff vows to fight to keep her salon open, but it’s getting tougher every day, and this break-in just dealt her even more pain."I am going to continue persevering. SAN DIEGO (KGTV) -- A family from Chula Vista is desperately looking for their 9-year-old loved one. Erik Ochoa was swept away by the current in Rosarito on Easter Sunday. Ochoa lives in Tijuana with his father. His sisters, Zusel and Hilary live in Chula Vista. The boy was with two other children walking along the beach in Rosarito when they were swept away. One boy made it out of the current and ran to get an adult nearby. The third child washed ashore, lifeless, 25-minutes after going missing. Erik hasn't been seen since. The sisters have been looking for their brother since they heard about what happened. They've been going from Imperial Beach all the way down to Border Field State Park.The Mexican Navy is actively searching on the Mexican side. The U.S. Coast Guard broadcast a message to boaters telling them to be on the lookout. Erik was last seen wearing green shorts and a striped shirt. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. SAN DIEGO (KGTV) — A Celebrity Cruise Line ship docked at the Port of San Diego Monday, pulling into the Embarcadero just before sunrise. More than 1,500 passengers were on board the "Eclipse," including Mali Lev-Ram and her husband. The couple started the cruise on March 1 in Buenos Aires. They were supposed to get off in Chile March 15, but the cruise was turned away because of concerns over the COVID-19 pandemic. SAN DIEGO (KGTV) -- A bankruptcy judge told a San Diego-based financial investment advisor that he was spending against her orders. She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237
