SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965

Parking lots are next on the list to reopen.Starting Monday, June 8, park and water use are open at East and West Mission Bay Parks with no restrictions. Mission Bay parking lots are open. Fiesta Island is open to pedestrians, dogs and cyclists as of June 8 but will not open for cars until July 6.Starting Tuesday, June 9, all San Diego piers and boardwalks are open. Plus, San Diego beach parking lots are open with no restrictions.Friday, June 12, Balboa Park Central Mesa opens, along with Balboa Park parking lots.While beaches are officially open for both active and passive activities, social distancing should still be practiced, meaning people should only sit near people who they live with. Sporting activities like football and volleyball are not allowed on beaches yet.There are nine permanent lifeguard stations in the San Diego Area, including Ocean Beach, South Mission Beach, Mission Beach, North Pacific Beach, Pacific Beach, Children's Pool, La Jolla Cove, La Jolla Shores and Black's Beach. 1117

SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. SAN DIEGO —An elderly woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. Gavin Newsom declared an emergency Tuesday over wildfires burning throughout California as the state's power grid operator pleaded for continued conservation to avoid rolling blackouts. The grid operator praised residents and businesses for astonishing conservation efforts that kept the power on Monday night. The state is in a days-long heatwave that has stressed the electrical system and resulted in rolling blackouts over two nights last weekend. Outages, excessive heat, wildfire and the pandemic have people on edge. Evacuations were in effect or growing in several Northern California communities because of growing fires.
