Much is still unknown about how the order will be implemented, but experts say to keep a few things in mind before making plans for that extra cash.1. It’s temporaryMany employees have a 6.2% Social Security tax withheld from their paychecks and remitted to the IRS on their behalf by their employer. “The executive order defers the withholding, deposit and payment of the tax,” says Matthew Keefer, a certified public accountant at Gorfine, Schiller & Gardyn in Owings Mills, Maryland. The taxes are due eventually“This is a deferral of taxes, not a forgiveness of taxes,” says Michael Graetz, a tax law professor at Columbia University Law School in New York. “So at the end of the deferral period, all of those taxes will be owed unless Congress changes the law to say that they’re forgiven.”4. Consider setting the extra money aside for nowIf your employer stops withholding and you see a boost in your pay because of it, you might want to hang on to that cash for now, Keefer says. “Unless legislation is passed, the deferred tax from the executive order will be repaid in the future,” he says. Another option, Isberg adds, is to tell your employer to withhold additional money by filling out a new form W-4 at work.Of course, not all households can afford to set money aside these days. Still, if you need the money from this tax deferral now, don’t lose sight of the fact it could mean a tax bill later.5. Some employers may just keep withholding the tax anywayIt can take time for employers to revamp payroll systems, especially if they’re not using a payroll processing company, according to Isberg. ARCADIA (CNS) - Horse-racing fans and animal advocates calling for a ban on the sport were expected at Santa Anita Park Saturday for the biggest day of the park's racing calendar, with the million Santa Anita Derby headlining a 7-race schedule amid an ongoing controversy over a recent spike in horse deaths at the famed track.The Santa Anita Derby plays a major role in determining the favorites for next month's Kentucky Derby.Twenty-three horses have died at Santa Anita since Dec. 26, but two- time Triple Crown-winning trainer Bob Baffert told reporters last week that he remains confident about the level of safety at Santa Anita."If I thought there was a danger out there, I wouldn't even (send) my horses out there so I'm feeling good about what's going on here. Santa Anita officials had initially proposed a ban on Lasix, but struck a compromise with the Thoroughbred Owners of California and the California Thoroughbred Trainers calling for a 50 percent reduction in allowable dosage.Santa Anita officials previously announced a series of other measures being implemented to help bolster safety of the horses, including:Phasing out the use of whips by jockeys;Complete transparency of all veterinary records;Trainers must apply for permission to work a horse (a timed, high- speed training exercise) at least 48 hours in advance;No therapeutic medications of treatments will be allowed without a qualified veterinary diagnosis from a state licensed veterinarian;Significant and strict out-of-competition testing;Increasing the time required for horses to be on-site prior to a race; andA substantial investment by The Stronach Group in diagnostic equipment to aid in the early detection of pre-existing conditions.Between December and February of the previous year, 10 horses died at Santa Anita, compared with eight in 2016-17 and 14 in 2015-16. An Iowa grandmother won half the 7 million Powerball prize and she didn't even know it at first.Lerynne West, 51, bought her tickets at Casey's General Store in the small town of Redfield, Iowa, while grabbing pizza and coffee with her sister. She said it was a special day because she had bought her first home and was moving in that day.West thought she put the lottery ticket in her purse, but she accidentally left it on the floor of her sister's truck. It lay there for a couple days.When a friend texted the day after the drawing to ask if she had won, West said she hadn't had a chance to check. She rifled through her purse and realized she didn't have the ticket. She quickly called her sister, who found it.West looked at the photo of the ticket her sister sent her and checked the numbers on the lottery's website -- she had won!"I told my sister to get in her truck and get that ticket and get up here right now! And, drive slow," West said in an Iowa Lottery press release.West's ticket and a ticket purchased in New York split the 7 million Powerball jackpot in the October 27 drawing. The holder of the New York ticket has not come forward, according to the Iowa Lottery.West opted to take home 8.1 million in a lump sum, minus what's taken out in taxes.
