Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. DENVER — A 16-year-old girl killed her 7-year-old nephew after the boy threw a fit when the girl refused to play video games with him, according to court documents.Seven-year-old Jordan Vong went missing on Aug. 6. His body was found a day later when FBI agents and police obtained a warrant to enter his family’s Montbello home a day later.According to a probable cause statement, the 16-year-old girl accused of killing her nephew told police she pushed Jordan off her bed after he refused to move and amid a crying fit. She then “placed her hand over Jordan's mouth and plugged his nose as Jordan began to struggle for a few minutes."The girl, whom authorities have not yet identified, was arrested last Wednesday after Vong’s body was discovered inside his family’s home Aug. 7, the day after he was killed. On Monday, she was charged with first-degree murder and felony child abuse charges.According to the document, the teenage suspect told police that on Aug. 6, Vong went down to her basement bedroom and asked her to play video games with him. When she refused, the boy became upset and laid down on her bed, the document read. She said this made her angry, which caused her to push the boy off her bed “causing him to strike his face on the floor,” the statement read. The document said after Jordan stopped moving, the girl told police she put the body underneath her bed before removing it, wrapping it in a blanket and placing it in a portable closet in her room.She told investigators that she did not say a word to family members about what she allegedly did or where the body was hidden. Vong’s body was found by authorities in the portable closet Tuesday evening amid the execution of a search warrant.According to the probable cause statement, Vong’s body was found with a “towel and comforter around his head, biological matter and blood about his nose, and an unknown imprint on Vong’s chest.” He was first reported missing around 4:30 p.m. Monday.Police said the victim’s mother called 911 and reported her son missing. She told police she last saw Vong in the living room of their residence using his tablet computer.The Denver Office of the Medical Examiner said Monday it had determined Vong’s manner of death was homicide, but that his cause of death was “still pending.” 2349

Detective Scott Mandella is hiking near Burien, Washington. With him are two outreach workers. They’re looking for homeless people who, Mandella says, live in the woods.Right now, he’s looking for someone in particular: a man by the name of Ed Davis.“Have you made any efforts to reach out to the VA lately? What do you got going on man? You deserve a lot more than this,” Mandella said to Davis after locating him.Davis replied, "Well, I applied for the stimulus and all that."Davis says he’s lived in these woods for about three years. It's been three years with no heat, dealing with the elements, and fighting to survive.His story is a lot like others who end up homeless. He made some mistakes, and now he’s paying for them.“Years ago, I sold my house, out in the peninsula. I had good intentions of reinvesting it," he recalled. "When I have problems, I kind of get into a self-destructive mode, and I blew the money. Started doing drugs and everything. You know, I battled with it for quite some time and ended up out here,” said Davis.It may not look like much, but Davis has built a walkway down to where he sleeps, decorated his front entrance, and he even keeps fresh milk from spoiling by cooling it in the stream that runs by.He isn’t the only one who lives here. The outreach workers brought sandwiches and left some for the other people living in the camp, who were present at the time.But Mandella came for a different reason, and it was to let Davis know he has to leave his home in the woods. Mandella says the city parks department is going to evict him, and the others who live in the woods, within a few weeks because of complaints from walkers and people who live nearby.Davis likely only has a few weeks left before he’s forced to leave the place he has called home for the last three years. He hopes to get a hold of his stimulus check and use it to find a place to live.He said he's hoping to find a new place to live that offers some solitude. Solitude he may have to cherish for just a few more weeks before he faces more uncertainty. 2069

  

DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. He is currently awaiting trial in Delaware County for the possession, production and distribution of child pornography.Parker was recently arrested in Ohio and was extradited to Pennsylvania, where bail was set at million, pending a preliminary hearing on October 26. 1926
