SAN DIEGO (KGTV) -- A San Diego restaurant group is turning to an old trend to try to make it through the latest shutdown order.The order, which went into effect Monday, relegated restaurants to takeout and delivery only, decimating their bottom line and forcing them to cut jobs and reduce hours."Right now the way it's been, it's not profitable," said Alex Navarrete, general manager of Karina's restaurant group. "We're giving everybody one shifts, two shifts, but what is that going to do?"Karina's restaurant group has nine establishments around the county. Prior to the pandemic, it had dozens of workers at each location. Now, it has four workers on the clock at anytime at each. "They all want to work, I just don't have hours now, since we're only doing takeout," Navarrete said. Navarette is now trying to go above and beyond for his company and his employees - even as his options are limited. Four of the group's restaurants -- two in the Otay Ranch mall, and others in Chula Vista and La Jolla -- will try to take advantage of their parking lots. They're essentially turning into car hops, where patrons get their food delivered to their cars and eat in the parking lot. "This would be a perfect time to get that cobwebs off the motor home and bring it out, bring the family out," he said. Curbside pickup for restaurant food is nothing new, but the Karina's group is eyeing making it more festive, with potentiality live music or a DJ outdoors at its two restaurants in the Otay Ranch Mall - Karina's Mexican Seafood and Savoie Italian Eatery. Navaraette said by staying and eating in the car, guests could order their food in courses, so the tacos and other entrees don't get soggy. SAN DIEGO (KGTV) -- A South Bay homeowner contacted Team 10, saying his homeowner’s association towed his car even though he has parked in the same spot for years.Cecilio Nazareno has lived in the Rolling Hills Ranch community since 2005. “It’s a nice neighborhood,” Nazareno said.He has never had any problems with his HOA until recently. Navarro went on vacation with his wife late last year for a couple weeks.He parked his car in front of his home, but when he returned it was gone. “We were shocked because my car… was missing,” Nazareno said.He thought it was stolen, but when he contacted property management, someone told him it was towed. “The person that I talked to knew it was my car. [He] said we towed your car because it was abandoned,” Nazareno said.The bill was more than 0. “It’s a lot of money for me, especially being retired,” the military veteran said.Navarro said there were two warnings on his windshield, but he obviously did not see it since he was out of the country. “Give us time to correct it. While you're on vacation and your car is parked, you don't have time,” Nazareno said.Team 10 contacted the property management company and got a response from Rolling Hills Ranch Community Association. General Manager Haley Murphy cited a rule that said certain vehicles cannot “remain parked on any street adjacent to the Property for more than twenty-four (24) continuous hours.”However, Team 10 found the rule was for oversized vehicles, not regular sized cars.Murphy then pointed out a different rule: “Any vehicles which would be considered abandoned over 72 hours are subject to regulations… and vehicles that can’t be driven must be kept in the garage or removed.” “I said, how can you say abandoned? I used that car and parked here since 2005,” Nazareno said.“When I was in the military I would leave it here for weeks on out.” Team 10 asked why Navarro was being towed now.Murphy would not answer that specific question, but cited yet another rule that said: “Any vehicle parked for more than 72 hours in the same space is subject to tow with no further notice.” Murphy said that because he lives in “the gated section of the community with private streets,” there are additional restrictions on parking. Nazareno said he, along with several of his neighbors, have never seen this rule.Attorney Dan Zimberoff is not affiliated with the case, but sees a lot of issues similar to Nazareno’s situation. “It’s really the three P’s you see a lot. Pets, poop, and parking,” Zimberoff said.He said it is in the interest of both sides to resolve issues before it goes to court. One way is mediation. SAN DIEGO (KGTV) - An injured cyclist is searching for answers along with some items that disappeared after a possible hit-and-run crash Monday.Rick Cessinger started biking from Ocean Beach to his home in Mission Beach around 4 p.m. Monday after leaving the home of his friend, Janet Kelleher."He put his backpack and helmet on, and rides off," said Kelleher.The handyman biked down Catalina Boulevard. About a mile and a half away, there was a crash near the intersection of Catalina Boulevard and Tennyson Street, leaving Cessinger unconscious. A day later, Cessinger woke up in a hospital with six broken ribs, a fractured collarbone, a punctured lung, and little memory of what happened.A photo of the bike helmet reveals it was cracked in the back. Kelleher retired from a career in law enforcement."It seems to me he was hit from the back and ejected off the bike ... It's bad. It's disgraceful. How does someone hit someone and drive off?" said Kelleher.That question is just one of many. Here's another one: Was Cessinger also robbed? Paramedics left Cessinger a bag with his helmet and shoes. His backpack, containing his wallet and phone, is missing. SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) — A San Diego woman has been reunited with her four-legged soulmate after he was stolen and sold on Craigslist.Kameroun Mares bought her dog Semper Fidelis after her battle with leukemia.“Yes, it’s the Marine Corps motto, but in Latin, it translates to 'Always Faithful,'" said Mares. “He is always faithful to me.”After a few years together the two moved to Florida for what Mares thought would be a fresh start.RELATED: Slow-moving search for owner of El Cajon tortoiseHowever, it turned out to be the start of a nightmare. While on a trip back to California for a medical appointment her roommate said Semper had run away.“I had so many nightmares of what, where is he? Why did I not get a phone call?
