(KGTV) - Family members call a 12-year-old girl's survival after a small plane crash in Valley Center Sunday - a "miracle.""Racquel is always on our mind, and we are hopeful," said Roxana McInerny.A smiling photo of her niece Raquel Contreras was taken moments before her uncle Peter Bierle, a seasoned pilot, took her up in his single-engine, experimental aircraft, early Sunday evening. In the flight plan was a special flyover."She wanted to fly over her best friend's house and see if she could shout 'Happy Birthday!' and wish her a happy birthday," said McInerny. McInerny says about 30 minutes into the flight, they reached that friend's home along Palomar Vista Drive. Witnesses reported the plane circling the home and the sound of an engine sputtering, before the plane took a nose dive into the yard.Bierle, 57, died at the scene. Raquel was badly injured. Dozens of neighbors ran to the plane."She was stuck in some debris. They had to cut the seat belts away, I believe, to get her out of the plane," said McInerny.Raquel was rushed to the hospital with fractures to her skull, sternum and hand, also suffering internal bleeding, a brain bleed and spinal injuries. Raquel is now in stable condition in the ICU, conscious and will survive, but the long-term impact of her injuries remain unknown.Still, McInerny is beyond thankful."It's a miracle to think she has survived that's she's alive and recovering. (KGTV) - An unscheduled Veterans Day tribute played out at a cemetery in the North County.More than a week ago, local florist Jenelle Brinneman learned Valley Center's annual Veterans Day program had been canceled by COVID-19, including a ceremony at Valley Center Cemetery.She started raising money online and during her flower deliveries. In the end, she raised enough to place roses at the graves of hundreds of veterans."We have over 300 veterans that laid to rest here and we just wanted to make sure they are remembered," said Brinneman.Donors could nominate veterans for rose bouquets. One of those donors was the family of Robert Cronin, an Army veteran who fought in World War II in France and Germany. He passed away in 1992 at the age of 83."It means a lot to me to have him honored because he was a special part of our lives," said granddaughter Francesca Pappagallo.She says Cronin earned numerous medals, including the Legion of Merit for inventing a slide rule tool to increase the accuracy of cannons. Loved ones thought his rank was 'Colonel,' but after he passed away, a different truth emerged."They did a lot of research and he was actually a retired one-star General. USA Gymnastics CEO Kerry Perry apologized Wednesday for the "horrific acts" of Larry Nassar at a congressional hearing examining the Olympic community's role in sex abuse scandals."I want to apologize to all who were harmed by the horrific acts of Larry Nassar," Perry said.She said she was "appalled and sickened by the despicable crimes" of Nassar and said USA Gymnastics has taken a new course over the last five months to protect athletes.Perry was appointed to take over USA Gymnastics late last year. She replaced Steve Penny, who resigned in March 2017 amid backlash over the organization's handling of sexual abuse claims, including against Nassar.Nassar, the former USA Gymnastics doctor and Michigan State University team physician, admitted in a Michigan court that he had used his influence and position as a trusted medical professional to sexually abuse young girls and women over two decades.Several of the hundreds of women abused by Nassar, including gold medal gymnast Aly Raisman, have said USA Gymnastics is responsible for not doing more to stop the years of abuse. TUCSON, Arizona — An Arizona high school principal admitted on Facebook he changed the grades of seniors at the school, but claims his supervisor directed him to take that action. The Tucson Unified School District Governing Board of Pueblo High School in Arizona have voted to release a district report on the incident that has been kept confidential.The board released the following report:         The governing board is set to vote Wednesday, March 28 on whether to release a portion of the report by the law firm hired by the district.Pueblo High School principal Auggie Romero has come under fire in recent years over a grade changing scandal.  He's been on the hot seat after a teacher came forward to E.W. Scripps television station KGUN in Tucson — that Romero changed several seniors grades without her consent — a violation of state law. And she provided proof — her grade sheets."This is something that has never happened before in my 31 years as a teacher," said Yolanda Sotelo in 2016. Romeo even admitted on Facebook he changed the grades, but claimed his supervisor, Abel Morado, directed him to take that action. KGUN obtained a scathing memo written by Morado, who stated that wasn't the case. He stated that he had reminded Romero he needed to get the teacher to change grades and Romero's "failure to comply with the very simple directive caused all of the controversy." The memo also reveals the Deconcini law firm investigated the allegations and found Romero "did change the student's grades." KGUN requested the document through a public records request, but the district declined citing attorney-client privilege. Now the board is voting on whether to release the findings "concerning potential violations of the law: improper grade-changing, improper promotion, and discrimination.  1961
