OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. OCEANSIDE (KGTV) -- The beach may still be Oceanside’s biggest draw, but increasingly, people are coming for the beer.With seven breweries, several tap rooms and San Diego’s first meadery, Oceanside is earning a reputation among those looking for a pint.“They’ve brought a really interesting liveliness to Oceanside,” said the city’s economic development manager, Michelle Geller.Geller estimates Oceanside’s beer businesses have created 50 to 75 jobs, along with other economic benefits.LIFE IN OCEANSIDE:From 'Ocean Side' to region's third-largest city5 places to spend the day in Oceanside“It tends to give way to businesses that want to have their offices in the downtown,” she said. “Employees just like that creative culture of craft beer.”The oldest active brewery in Oceanside is Breakwater Brewing, the first to take up residence along Coast Highway. It opened in 2008 during the teeth of the Great Recession, when downtown had a different feel.“Lot of crime,” said co-owner Shannon Sager. “We had people grabbing money. Our tip jar had like in it once, people ran in, grabbed it and ran out. We started gluing it to the table. That doesn’t happen anymore.”As the downtown landscape shifted, more breweries opened nearby.“The next thing you know, it started taking off,” Sager said.Bagby Beer Company, Belching Beaver, Legacy Brewing, Northern Pine Brewing, Oceanside Brewing Company and Golden Coast Mead now round out Oceanside’s craft scene. (KGTV) - An Oceanside family is grieving the loss of a 18-year-old honors student discovered dead from an overdose linked to fentanyl.For big sister, Jill, and dad, Duncan, it's hard to think of life without Brianna Moore."It's hard to talk about. She's my little sister," said a tearful Jill."We miss her so much. She had a bright future ... She was always so motivated," said Duncan.By the age of 14, Briana had run two marathons. She excelled at soccer and the violin. The honors student was accepted into a scholarship program at Stanford this summer but had to withdraw due to mental health issues, including depression.Amid the recent protests aimed at racial injustice, Brianna was called to action."She was inspired by the movement. She wanted her voice to be heard," said Jill.Her participation took her to Los Angeles."She started off with a good crowd that wanted to help people, and over time, she just met the wrong people," said Jill.Brianna was due back home Aug. 11 for orientation at Cal State San Marcos, but she never made it home.Inside a park in Echo Park, Los Angeles, a memorial marks the area where on Aug. 9, Brianna's body was discovered in a tent. The family says they were told by the medical examiner's office that Brianna died from an overdose: cocaine secretly laced with fentanyl.Earlier this month, law enforcement officials issued a warning about a large local spike in deaths linked to the synthetic opioid fentanyl. Experts say amid the COVID-19 pandemic, people may turn to substance abuse to deal with stress. Brianna's family suspects she recently began experimenting with drugs. They hope by sharing her story, they can help others."Just takes one time, one slip-up. You never know what you’re getting, and you ever know what you’re getting into ... It really hurts the people around you," said Jill.A GoFundMe campaign has been set up to help the family with expenses.
