SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. We ask that before you shut down 550 thousand women, first generation immigrants, single mothers, you do a little more research," said Campbell. 2424

SAN DIEGO (KGTV) -- For the first time in over two decades, there will be a new San Diego County Supervisor for District 1. Nora Vargas will be the first Latina to ever serve on the Board of Supervisors. The Democrat will take over for Supervisor Greg Cox, who is termed out. She beat her Democratic opponent, state Sen. Ben Hueso, by roughly 13%. Nora Vargas, a Chula Vista resident, said her background is in health care and education. She's served on the board at Southwestern College since 2013; she's been board president since 2018. She's also an executive at Planned Parenthood. Vargas said her top priority as she heads into office is the COVID-19 pandemic. District 1 primarily serves the South Bay, which is one of the areas hardest hit by the pandemic in the entire county. "For me, it’s really important that we find a balance -- how do we make sure that our small businesses are thriving, that they stay open but at the same time that our communities are healthy and safe? That has to be a priority," explained Vargas. Vargas was born in Tijuana and raised in Chula Vista where she became a U.S. citizen. As the first Latina to serve on the board, she hopes she won't be the last. "I see that as a big responsibility but also as a great opportunity to have dialogue about the issues that really matter for our communities," said Vargas. SAN DIEGO (KGTV) - Honda has agreed to pay million to settle allegations surrounding airbag failures.The lawsuit was brought by a collation of Attorneys General in 48 states.According to the Attorney General of New York the settlement, "Concludes a multistate investigation into Honda's alleged failure to inform regulators and consumers of issues related to the significant risk of rupture in the frontal airbag systems installed in certain model cars, which could cause metal fragments to fly into the passenger compartments of many Honda and Acura vehicles."The California Attorney General’s Office says Honda also agreed to a number of injunctive terms to protect consumers, including requirements that it include design features that protect vehicle occupants in the event of an airbag rupture and a prohibition from engaging in false or misleading advertising related to the safety of its frontal airbags."For years, Honda failed to warn consumers and regulators of the potential dangers of its airbags. That type of business practice not only violates Californians' trust but endangers lives," said Attorney General Xavier Becerra. "Every time we get into our vehicle, safety is a priority. In case any company forgets that California is ready to remind you and hold you accountable."ABC 10News reached out to Honda for a comment on the settlement but did not hear back.According to the California Attorney General’s office, the ruptures have resulted in at least 14 deaths and over 200 injuries in the United States alone."It's a win for the consumer," said Alexander Brangman.On Sept. 7, 2014, Brangman's daughter Jewel rear-ended a van in her rental car on a freeway in Los Angeles. Four vehicles were involved. Everyone walked away from the crash, except her.Brangman said the shrapnel pierced her neck. The City of San Diego is inviting residents to donate big items at a recycling event Saturday. Disposal services will be available at SDCCU Stadium in Mission Valley from 8 a.m. to 1 p.m. City of San Diego residents can drop off appliances, furniture, electronics, televisions, and other bulky belongings. Smaller recyclable items including batteries and light bulbs will also be accepted. Goodwill Industries of San Diego County and Urban Corps of San Diego will accept items and mattresses. The donation and recycling event is part of the Clean SD initiative to reduce illegal dumping. 707

SAN DIEGO (KGTV) - Doorbell cameras show teen pranks getting more destructive and some wonder if the cameras themselves could be sparking some of the damage. Videos of young kids playing 'Ding Dong Ditch' with doorbells are nothing new, but some teens are now taking it to another level. "Very disturbing," said Lilly, a homeowner who lives on Hilltop Drive in Chollas View. In the last few months on three different occasions, rocks or bottles have been thrown at her home and car. Her car's back window was shattered during one incident. "All the kids were laughing and running away," said Lilly.Each time, she caught at least one middle-school-aged boy running from her home. Several cameras are clearly mounted on the front of her house. In one video from the past week, a groups of boys walks past her lawn and one of them rips out her solar lights. Last Tuesday night in Lemon Grove, three teens are seen walking in front of a home. Suddenly when one walks toward the door, motioning to his leg. With a big smile on his face, the teen kicks the door forcefully and runs off. The homeowner posted on the Neighbors by Ring app that it caused major damage to his frame and paint. In that case, the doorbell camera was again in plain sight. They're meant to deter crime and they often do, but could surveillance camera in these cases be adding to the motivation for these teens? One San Diegan posting on the app about 'truth-or-dare games' in his neighborhood with young kids and dares involving surveillance cameras."Really scary to think these are younger kids with young minds making horrible choices ... They know they can be caught and do it anyways," said Lilly."Some teens can be drawn to doing stupid things in front of thee camera because of the thrill and excitement, and because that age group is more prone to not thinking about the consequences," said Dr. Mark Kalish, a forensic psychiatrist. 1920
