SAN DIEGO (KGTV) - A Del Cerro woman had a rare - and timely - encounter outside a Halloween display on her morning walk Tuesday. Liz Harley and her friend Terry Finstad spotted an owl in the middle of the street, transfixed by a light show of bats on the side of a home. “It was just so cool,” Harley told 10News. Harley and Finstad have been walking together for 25 years, since their children were small. Now they’re both grandmothers and keep their tradition alive. During their walks, the two have seen all kinds of wildlife: coyotes, rabbits, skunks, raccoons. At first, Harley thought the owl was a cat, but then she noticed its head spinning. “We just watched it,” she said. “We wondered, what is it doing?” The owl spent several minutes absorbed by the flying bats, oblivious to Harley’s golden retriever. Harley and Finstad walked on, and when they passed through the area again, the owl was gone, leaving only feathers behind. “Kind of reminded me of Harry Potter,” Harley said. Harley, who usually goes to the gym on Tuesdays, is glad she chose to stay close to home. “I was rewarded for walking this morning.” 1130

SAN DIEGO (CNS) -The county Health and Human Services Agency Friday reported two unrelated tuberculosis cases, and that people may have been exposed to the bacteria at Southwestern and San Diego City colleges, and on a Metropolitan Transit System bus route.The county is working with officials from both community colleges and MTS to notify those who may have been exposed to TB. The periods of possible exposure were:Aug. 26 to Dec. 10, 2019 at Southwestern College;July 26, to Aug. 5, 2019 and Aug. 19 to Dec. 16, 2019 at San Diego City College;July 26 to Aug. 5, 2019 and Aug. 19 to Dec. 16, 2019, Monday through Friday on MTS Bus Route 12, with two departure routes: from Skyline Hills between 7:59 and 8:47 a.m. to City College Transit Center, and from City College Transit Center between 7:04 and 8:04 p.m. to Skyline Hills.Symptoms of active TB include persistent cough, fever, night sweats and unexplained weight loss, said Wilma Wooten, county public health officer. "Most people who are exposed to tuberculosis do not develop the disease," she added.Tuberculosis can be treated and cured with medication. People with TB symptoms or are immuno-compromised are encouraged to see their medical healthcare provider, according to the county.According to the county, the number of tuberculosis cases has decreased since the early 1990s, with 265 cases reported in 2019.Free TB testing will be available at Southwestern College Student Health Services, 900 Otay Lakes Road, from 8 a.m. to 6:30 p.m. Monday through Thursday, and 8 a.m. to 3 p.m. on Friday. SAN DIEGO (KGTV) -- A Barrio Logan business is on a mission to help students become the first in their family to go to college. Called the Barrio Logan College Institute, the business helps kids learn how to get into college. The program began in 1996 and helps students from third grade all the way through college. So far, 204 students have participated in the program. The programs offered are free, but parents are required to donate their time. The business began out of the need to help students in underserved communities. According to the institute, only three percent of adults age 25 and older in Barrio Logan have a bachelor’s degree. The institute also says only 38 percent of those 25 and older in the community have a high school diploma. Through the institute, many students have been able to go on to attend college. 88 percent of students who have gone through the Barrio Logan College Institute’s College Success Program remain in college working toward a degree. For now, the institute is focused on moving to a new location within the Barrio Logan Community, so far raising .1 million of the needed .5 million to buy the building. SAN DIEGO (KGTV) - A false alarm prompted a brief evacuation at San Diego International Airport Saturday afternoon.Travelers were evacuated just before 1:30 p.m., with photos on social media showing travelers gathering outside Terminal 1 and on the tarmac outside Terminal 1 gates.Video showed a fire alarm sounding through Terminal 1 directing travelers to the closest exit.San Diego airport officials said a fire alarm did sound, however, it was a false alarm — though sure to irritate a few travelers at least.RELATED: 10News Flight TrackerNo injuries were reported. SAN DIEGO (KGTV) - 10News was there as an emotional burglary victim was reunited with her stolen Pekachu puppy.Ashley Morales was overcome with emotion as young Lorenz Lugg placed her 4-month-old puppy back in her arms. "I can't believe it. I never thought I would get him back," said Morales.On Monday, a distraught Morales sat down with 10news after a Sunday morning burglary at her Spring Valley condo on Madrid Way. As her children slept inside, a neighbor's surveillance cameras captured several suspects as they walked in and out of the condo. Missing from the home: a television, jewelry, and Snuffles the Pekachu."I just want my dog back," said Morales, as she pleaded for her puppy's return. What she didn't know was that her puppy was at Payd 2 Fade barber shop in the College Area. Shop owner Roc Lugg says early Monday afternoon, a man resembling the suspect in the video came in with a story."He had the dog, but was homeless and living out of his vehicle. Couldn't afford to take care of the dog anymore," said Lugg. When Lugg saw how well the dog was interacting with his own dog, he decided to purchase the puppy to give him a better home. He paid 0. Later that day, his wife got a big shock as she was watching 10news. She realized their new puppy was actually someone else's. Their young son led the charge to reunite puppy and owner."I was desperate to find them and give it back to them. He needed to be home," said Lorenz Lugg.The family called 10news and we called Morales. ="I'm glad humanity is still thriving ... I'm over the moon. I got my baby back. I can't believe it," said Morales.Morales did give the family a reward to help cover the money they spent on the purchase. No arrests have been made in the burglary investigation. 1769
