BEIJING, Jan. 27 (Xinhua) -- China's foreign exchange watchdog said Thursday that the surplus of Chinese banks' foreign exchange purchases to sales in client transactions increased 51 percent through 2010 to stand at 397.7 billion U.S. dollars at year-end.China' s institutional and individual clients sold 1.33 trillion U.S. dollars in foreign exchange to banks in 2010 while purchasing 932.7 billion U.S. dollars, said the State Administration of Foreign Exchange (SAFE) in an online statement.In 2009, the annual surplus fell 42 percent to 263.5 billion U.S. dollars, according to SAFE's data released in March 2010.The statement noted the figures did not include banks' own forex transactions and interbank transactions.The forex surplus in December 2010 totaled 51.5 billion U.S. dollars, as clients sold 146.2 billion U.S. dollars of foreign exchange, up 13 percent from November, while purchasing 94.7 billion U.S. dollars, up 12 percent, it said.Chinese banks received 1.89 trillion U.S. dollars for their clients in overseas business in 2010 and paid 1.59 trillion U.S. dollars to overseas business, it added.The SAFE only began releasing monthly and quarterly data on bank foreign exchange transactions in 2010.

CANBERRA, May 26 (Xinhua) -- Australian Health Minister Nicola Roxon on Thursday night said she will not be frightened off by the tobacco industry's attempt to lobby Malaysia to oppose the Australian government's proposal for plain packaging of cigarettes.According to ABC News, big tobacco companies have appointed a former United States ambassador to the World Trade Organization ( WTO), Peter Allgeier, to help them fight the Australian federal government's plain packaging plan, which is due to come into effect this year.An email sent to a Malaysian official and obtained by ABC News showed that Allgeier had a meeting with Malaysia's trade minister before, and he has been lobbying a Malaysian administrator to put pressure on Australia over plain packaging.Allgeier's email also stated that "members of the U.S. congress also have written to the Australian Government outlining concerns about the implications of plain packaging for the integrity of Australia's trade commitments."However, Roxon, who said she has not been approached by Malaysia on the issue, said Allgeier's appointment demonstrated just how far big tobacco is prepared to take its fight."But we won't be frightened off because big tobacco is hiring lobbyists or looking at ways to influence the action we're taking, " she told ABC television on Thursday night.The tobacco industry has already spent millions fighting plain packaging, and last year gave 5.2 million U.S. dollars to the Alliance of Australian Retailers (AAR) to fund an advertising campaign against the plan.If the cigarettes law is enforced, Australia will become the first country in the world to ban logos and brand names from cigarette packaging. SAN FRANCISCO, April 25 (Xinhua) -- Oracle Corp. on Monday announced that its co-president Safra Catz is taking the additional position as the software giant's chief financial officer (CFO), following the resignation of its current CFO Jeff Epstein.Epstein was named Oracle's CFO in September 2008, and had reported directly to Catz. Oracle didn't give details about Epstein's departure.Catz joined Oracle in April 1999 and has been its president since January 2004. She previously served as the company's CFO from November 2005 to September 2008."Safra already has the long-standing confidence of our employees, our Board and our shareholders," Oracle's chief executive officer Larry Ellison said in a statement, adding that " there is no more logical choice for CFO.""The CFO function has reported to Safra for a number of years and she's acted as Oracle's CFO in the past. CANBERRA, May 10 (Xinhua) -- Technology may have a harmful effect on children's development and creativity, Australia's report found on Tuesday.The Pilot Pen Australia Creativity Report found that children could be depending too much on technology such as computers.Written by psychologist Kimberley O'Brien, the report suggested that students are becoming scared of handwritten tasks as there is no spelling or grammar check tool to pick up their mistakes as they go along."Children who develop this kind of dependency on computer software are less likely to write using a pen and paper given that they will feel a vulnerability to failure," the report said.It said using software that immediately tells children to correct errors like spelling and grammar could disrupts their thought patterns and stunts their ideas, and children who hand write are able to produce almost twice as many ideas as those using computer technology to write a creative story.The report studied 300 Year five and six children, and found handwritten essays were completed significantly faster and contained a higher standard of sentence structure, grammar, punctuation, cohesion, ideas development and organization than those completed using keyboards.A further study found students in Years two, four and six produced up to twice as many ideas writing on pen and paper as those on computers.O'Brien said the results were due to computers putting extra pressure on writers to edit as they go rather than get their ideas down first and edit minor mistakes later.O'Brien said children were most likely to develop their handwriting skills between the ages of eight and 10, and she urged all teachers and parents to ensure their children met community standards for legible handwriting.However, she said that computers are a good support tool, and they should not replace handwriting entirely.

WASHINGTON, Feb. 4 (Xinhua) -- Major trading partners of the United States, including China, did not manipulate their currencies to gain an unfair advantage in international trade in 2010, according to a report released by the U.S Treasury Department on Friday."Based on the resumption of exchange rate flexibility last June and the acceleration of the pace of real bilateral appreciation over the past few months," China's behavior did not qualify under the official definition of manipulation, the Treasury said in its long-delayed semiannual report to the Congress on International Economic and Exchange Rate Policies.With respect to exchange rate policies, ten economies were reviewed in this report, accounting for nearly three-fourths of U. S. trade. Many of the economies have fully flexible exchange rates. A few have more tightly managed exchanges rates, with varying degrees of management."No major trading partners of the United States" met the standards identified by the Congress as currency manipulator, concluded the report.Since the June 19, 2010 announcement by China's central bank of greater exchange rate flexibility, its currency, also known as renminbi (RMB) has appreciated 3.7 percent against the dollar, or about 6 percent annualized. The renminbi has appreciated 26 percent in total against the dollar since 2005.The Treasury said that because inflation in China is significantly higher than it is in the U.S., the RMB has been appreciating more rapidly against the dollar on a real, inflation- adjusted basis, at a rate which if sustained would amount to more than 10 percent per year.The U.S. accuses Beijing of keeping its currency undervalued, flooding the country with cheap exports and costing U.S. jobs. But many economists believe that the appreciation of RMB will help little to the U.S. employment."Treasury today again made the right call on China's currency policy in its latest exchange rate report," John Frisbie, President of the U.S.-China Business Council (USCBC) said in a statement after the U.S. Treasury Department'report."While USCBC believes that China should allow its exchange rate to better reflect market forces, designating China as a ' manipulator' would achieve nothing. USCBC continues to support the Obama administration's approach of combined multilateral and bilateral engagement with China as the most effective way to make progress on the exchange rate issue."
