SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build.
