SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said. For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. We then looked into Cartwright's criminal background and found he had been arrested for at least nine felonies -- four in San Diego and five in Virginia -- in the last 33 years. Detectives told family members that Cartwright was once a customer of Radda's, and now he is behind bars, accused of killing him. "I hope that he asks for forgiveness, and I hope he realizes what a tremendous loss we as a family have suffered," Venus sobbed.RELATED: Police searching for masked suspect in East Village homicideCartwright will be arraigned on Friday afternoon. The woman wearing the purple wig has not been arrested. Anyone with information is asked to call San Diego Police Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477.RELATED: Crime expert: Mask may be key to solving East Village murderRadda left behind a wife and two young children. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert. It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. The San Diego Police Department uses a mobile facial recognition device to confirm identities during certain arrests, such as when suspects won't provide their identity, or provide a false one. Earlier this month, San Francisco banned government agencies, including the police, from using facial recognition. 1808

SAN DIEGO (KGTV) - San Diego may soon have more living spaces in commercial zones, due to ease of regulations approved by the San Diego City Council Tuesday. The amendments to the Live/Work Quarters rules allow for smaller living space in a place of business, add more business types that can include living areas, and authorize additional locations where Live/Work Quarters are allowed. The changes reduce the required minimum floor area from 750 square feet to 500 square feet, and eliminate the requirement for additional parking.RELATED: San Diego housing report focuses on region's needsTuesday’s amendments were part of Mayor Kevin Faulconer’s Housing SD reforms.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. Common-sense approaches like this will help reduce our housing shortage and increase housing affordability.”Mayor Faulconer and council members have taken action over the past year to spur boost construction of low-income and middle-class housing, speed up the development review process, direct funding toward affordable housing, and encourage growth in crucial transit areas, a spokesman from the mayor’s office said in a written statement.RELATED: Making It in San Diego complete coverage 1429

SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. RELATED: Making It in San Diego: Granny flat an option for families"I think it's a win-win because the citizens have needs rental costs are so high, there's a shortage of rentals.” According to the numbers from 2016 to 2018, ADU permits in the city of San Diego have increased almost 1,000 percent. In 2016, there were only 20 permits. In 2018, that number increased to 213. RELATED: San Diego City Council votes to eliminate 'granny flat' fees"We’ve adopted new regulations to allow for these in not only traditional single-family neighborhoods but also multifamily properties as well,” said Gary Geiler the Deputy director of the city's development services department. Geiler says in the past few years city officials have expanded the zones in which ADU’s are allowed, eliminated the parking requirements, increased the size from 700 square feet from 700 to 1200, and waived Development Impact Fees, Facility Benefit Assessment Fees and General Plan Maintenance Fees for the construction of “companion units,” otherwise known as accessory dwelling units or granny flats. “These are all getting approved, and in the cases where we're finding there may be an issue with the setback encroachment or parking we're working with the applicants the homeowners, designers to find solutions,” Geiler said. 2587
