CARLSBAD, Calif. (KGTV) — Many business owners are paying big bucks to move outdoors and comply with state and county health orders. One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. Rammel requested to utilize four spaces."The fee for a curb café is 1 but also includes ,200 per parking space into a fund that is used to create new parking to compensate for the loss of the parking that is converted into a dining area," said David Graham, the Director of Economic Development and Innovation for the City of Carlsbad. "Allowing one business to remove parking means the loss of convenient parking that the nearby shops, restaurants, offices, and personal care services rely upon to draw customers."Despite the circumstances, Rammel got the permit to use four parking spots and built a deck."I begged and pleaded, 'please can we get a prorated amount, can we do month to month, is there any way you can work with us because you are depleting our cash flow at a time where we desperately need cash flow to survive this,'" she said.She paid the fees in full and spent an additional ,000 to have the temporary deck built."When Governor Newsom tells us we can go back inside, we have to tear it down," she said. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. "If we're not serving customers, we're not making profits, and we cannot pay our bills."She said leaders from other cities in the county that have waived permitting costs have personally reached out to her to show support.There may be some hope left."We understand that these are not normal times. So, when Oak + Elixer raised the issue of the total cost of the fee due to the ,200 per stall payment into the parking fund, we started working on options. Whether or not that would include retroactivity for those who have already paid will be evaluated," said Graham."On Monday, August 10, we will bring a discussion of any fees associated with an outdoor business operation on public property like sidewalks and streetlights to the city's subcommittee on COVID-19 economic revitalization.""I'm in a big hole, and I've gotta dig myself out of that hole, and I'm not giving up," said Rammel. CHICAGO, Ill. – The City of Chicago will soon implement under another stay-at-home advisory as it seeks to slow the spread of the coronavirus.The city’s mayor, Lori Lightfoot, announced Thursday that the advisory will go into effect on Monday, Nov. 16 at 6 a.m.Lightfoot says the advisory will call on the people of Chicago to stay at home unless for essential reasons, stop having guests over – including relatives they don’t live with, avoid non-essential travel, and cancel “traditional” Thanksgiving plans."Residents are advised to only leave home to go to work or school, or for essential needs such as seeking medical care, going to the grocery store or pharmacy, picking up food, or receiving deliveries," the city wrote.The city says the advisory will remain in place for 30 days or until the commissioner of health, Dr. Allison Arwady, determines a change in the guidance is appropriate.The new advisory comes as the city and many parts of the country experience the highest coronavirus case rates since the pandemic began. CHICAGO (AP) — Americans are more unhappy today than they’ve been in nearly 50 years.That's according to the COVID Response Tracking Study, conducted in late May by NORC at the University of Chicago.The survey finds that just 14% of American adults say they’re very happy, down from 31% who said the same in 2018.The survey draws on nearly a half-century of research from the General Social Survey, which has collected data on American attitudes and behaviors at least every other year since 1972.No less than 29% of Americans have ever called themselves very happy in that survey.Researchers say the COVID-19 pandemic has led to two seemingly contrasting shift in public opinion: More Americans are unhappy and pessimistic about the future than in previous decades, but more are relatively satisfied financially.“In combination, these results suggest that people are comparing their finances to that of fellow Americans hurt by the economic fallouts from the pandemic while contrasting their happiness to their own mood prior to the outbreak,” the study says. 1068

CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad.
