(KGTV) — New businesses are set to call the Otay Ranch Town Center home in the coming months. Just a few months ago, the mall had more than a dozen empty storefronts and employees at the mall called it a ghost town. The new businesses moving in include Novo Brazil Brewing, Planet Fitness, and Barons Market.LONGFORM: Vacant storefronts reflect mall struggles at Otay Ranch Town CenterBrookfield Property Partners took over full ownership of the mall six weeks ago. It was a part of a larger merger across the country. The mall's general manager, Steven Sayers, sat down with 10News."Nothing was going wrong with the property at all. It was just, some of it was just timing with expiring leases and unfortunately, some tenants just left," says Sayers.Sayers says these new businesses were already in the works before the merger. CHULA VISTA, Calif. (KGTV) - Some unusual notices are showing up on front doors in the South Bay, sparking confusion and worries.On the first Saturday in May came the first encounter. Off J Street, Tony heard a knock and saw a casually dressed man at his door from a company called Pacific Home Remodeling. "He was looking to inspect homes for estimates of remodeling costs," said Tony, who asked us not to use his real name.Tony is a renter and told the man he wasn't interested. "I had to continually repeat, 'I'm not interested' before he finally left. He came back a second time a few days later - and the same situation," said Tony.Once again, the man was asked to leave. A week later, Tony and his cousin found a flyer stuck on their front door. It read 'NOTICE' in big block letters, and included a name and cell number, along with 'We were here for inspection and we missed you. Please call to arrange a new inspection.' The company at the bottom of the paper: Pacific Home Remodeling. A confused Tony set it aside. "I thought maybe they meant to put this notice on another house," said Tony.Then on Tuesday, the man turned up again. Tony's cousin was the only on home and heard a banging at the door. He was just inside the door, when he saw the man with his hand on the knob outside."He uses me cousin's name and my name saying we authorized him to come inspect home and look around. That wasn't true. My cousin told him to leave, and 10 minutes later, he returns and says he just got approval from me. Problem for him was I was on the phone," said Tony. Despite the notice, neither of them had given approval for an inspection. Tony later posted the incident on Nextdoor. Neighbors reported finding the same notices on their doors. One claimed a salesperson tried to talk his way into home past a confused elderly woman. A spokesperson with the company said they're looking into Tony's claims, but defended the use of the notices as "marketing material." Tony doesn't buy it. "It's deceptive. Very official looking. They put these notices on doors and hope people don't communicate with one another, and gain access to the house. It's very concerning," said Tony.Tony attempted to file a police report with Chula Vista Police, but says he was told there wasn't evidence a crime was committed.According to the Contractors State License Board, the Los-Angeles based Pacific Home Remodeling has had several citations dating back to 2015 and was put on probation. The latest accusations include poor work and failure to obtain permits. Hearing dates set for later this month and June could determine what happens to the company's license. 2764

(CNS) -- A San Diego County sheriff's deputy pleaded not guilty Wednesday to 20 felony and misdemeanor charges related to sex acts with underage girls, as well as attempts to meet up with minors for sexual purposes.Jaylen Devon Fleer, 27, was taken into custody by police last week following a nearly four-month investigation, Chula Vista Police Lt. Dan Peak said.Fleer, a member of the sheriff's jail and court-services unit, is charged with counts that include lewd acts upon a child, contacting a minor with intent to commit a sexual offense, and sending harmful matter to a minor.He faces 18 years and four months in state prison if convicted of all charges, according to the San Diego County District Attorney's Office.The case came to light April 9, when San Diego County Crime Stoppers received tips regarding an unidentified man who allegedly had engaged in sex acts with a juvenile, according to Peak."Investigators were able to identify the suspect and also determine that there were two additional underage victims," the lieutenant said, adding that the alleged offenses "had no nexus to (Fleer's) employment."The criminal complaint indicates there are four victims, identified as Jane Does 1 through 4. The alleged acts occurred between March 27 and April 8 of this year, the complaint alleges.The alleged relationships between Fleer and the victims has not been disclosed, and it was stated during Fleer's arraignment Wednesday morning that the victims do not know each other.While the general facts of criminal court cases are typically laid out in open court during arraignments when attorneys make bail arguments, those arguments were held in private during Fleer's arraignment.San Diego County Superior Court Judge Garry Haehnle said he had concerns about the privacy of the alleged victims, and asked members of the media to leave the courtroom while attorneys made their arguments regarding Fleer's bail. Public live-streaming of the proceedings, which have been broadcast over YouTube during the COVID-19 pandemic, was also halted while bail arguments were made.At the conclusion of the hearing, Fleer's bail was set at 0,000, and his next court date was scheduled for Sept. 29.During the investigation, Fleer, who has been with the Sheriff's Department for just over five years, was removed from a post at San Diego Central Jail and placed on desk duty, the agency reported. CHULA VISTA, Calif. (KGTV) -- Police are investigating after a deadly crash in the South Bay early Sunday morning. According to police, the single-car crash happened on the 100 block of Telegraph Canyon Road just after 3:45 a.m. Chula Vista Police say a man was driving along the road when he veered to the left and struck two trees in the center median, causing major damage to the vehicle. RELATED: Fire breaks out inside San Diego shopping centerWhen officers arrived on scene, the vehicle was reportedly on fire with the man trapped inside. The driver was taken to the hospital with major injuries where he later died.
