A 14-year-old boy is in custody on suspicion of shooting a teen in the arm at a Southern California high school Friday morning, the Los Angeles County Sheriff's Department said.The shooting happened at or near Highland High School in Palmdale around 7 a.m. PT, even as some students still were arriving at school, sheriff's Capt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. While it is lower than the record from the start of this pandemic, it is still above the mark set in 2010 during the great recession.The AIDS Healthcare Foundation launched a similar rent control ballot measure a couple years ago, which failed.According to the Legislative Analyst’s Office, it is likely state and local entities will lose money if Prop. 21 passes. The report said it could be in the “high tens of millions of dollars per year over time.”“Depending on actions by local communities, revenue losses could be less or more,” the ballot analysis said. 1953

A 6-year-old boy stood crying in front of a gas station convenience store trying to find help for a man he thought was “choking,” Palm Beach County Sheriff’s Office deputies say.That man, Jose Bermudez, was overdosing on heroin, deputies wrote in an arrest report.Bermudez smoked heroin earlier in the day and then picked the boy up from school on April 23, Bermudez said in the report. He drove with the boy in the car to the Speedway Gas Station at 5019 Okeechobee Blvd in suburban West Palm Beach.The next thing he says he remembers was waking up in the hospital.A friend happened to call Bermudez at the time of the alleged overdose and the 6-year-old answered. When the friend heard choking noises in the background, the friend told the boy to go find help, the report states.A man came up to the boy in front of the store and asked what was wrong. He said Bermudez was choking and needed help.Deputies arrived on scene and Palm Beach County Fire Rescue took Bermudez to the hospital for treatment. Once he was discharged, deputies placed him under arrest. Bermudez is facing a child neglect charge for failing to provide the boy with proper care as a person responsible for the child’s welfare, court records show.Bermudez was booked into the Palm Beach County Jail and released on ,000 bond. 1323

  

(KGTV) - People who live and work around Carmel Mountain are having their patience tested by a road work project.San Diego Public Works began laying new asphalt on a two-mile stretch of Rancho Carmel Drive on Monday this week and so far it’s been three days of congestion for those who have to drive through the area.“This is insane,” said one driver who had been waiting for over an hour on connecting to go a few blocks.Several people told 10News they had been in traffic for up to two hours in a quarter-mile span because of the road work.In a statement SDPW wrote:In response to the increase in traffic, we have sent one of our traffic engineers to the site to assess how the traffic control can be improved to reduce the traffic impacts of the work. We want to apologize to all those that were impacted by the traffic. We expect that this particular stretch of work should be completed today, and the remainder of the paving work on Rancho Carmel Dr. should be done within a week or two, with final striping to follow.SDPW says crews will work 7 a.m. to 3 p.m. and they plan to have the Rancho Carmel Dr. project done by April 20. 1183
