SAN DIEGO (KGTV) -- A man police say rammed a patrol vehicle while holding a gun prompted an officer-involved shooting in North Park Saturday. The incident began around 9:20 p.m. when police received a call about a carjacking near Maryland Street and Madison Avenue. According to San Diego Police, the victim’s property, including a 2019 Subaru Outback, was taken at gunpoint. When officers tried to stop the vehicle, the driver, a 17-year-old boy, fled the scene, leading police on a chase. The pursuit ended when the suspect drove off the road at Arizona Street and Howard Avenue before putting the car in reverse and driving toward officers. While backing up, police say the 17-year-old slouched down in the driver’s seat, pointing a handgun at police and prompting an officer to fire his weapon at the suspect. The man continued to back up, slamming into a patrol car, police say. The initial officer that fired, and one additional officer, fired their service weapons at the suspect,” police said. The suspect wasn’t hit with gunfire and surrendered to police. No officers were injured. At this time, the suspect isn’t being identified due to his age. The officers also aren’t being identified, but police say the first officer involved in the shooting is a one-year veteran of the department while the second is a two-year veteran. 1749

 The top Democrat on the House Intelligence Committee said Sunday that he does not believe critical comments from a federal judge in Virginia will ultimately stop the special counsel's case against Paul Manafort."While, you know, it's certainly within the judge's prerogative to ask these questions, I don't think it really bears on the legal issues," California Democratic Rep. Adam Schiff said on CNN's "State of the Union."On Friday, District Judge T.S. Ellis?caught the attention of many, including President Donald Trump, when he said special counsel Robert Mueller's team was interested in going after Trump's former campaign manager in a bank fraud case in order to get at Trump. Mueller's team is investigating Russian meddling in the 2016 election and any potential ties between Russia and Trump campaign associates.Schiff questioned some of Ellis' statements, adding that nevertheless, Mueller's decisions on who to charge rested on firm legal ground."I'm not sure that it's germane, for example, for the judge to be asking how much Bob Mueller has spent on the investigation," Schiff said. "It's appropriate to ask about the scope of what Bob Mueller is doing, but he is well within the scope of his jurisdiction in charging Manafort and (former national security adviser Michael) Flynn and the others."Ellis' pointed comments came after Manafort asked the judge to review Mueller's authority to bring charges in an investigation that began well before the special counsel's appointment and focused on actions years before the campaign.Schiff said that although he was concerned about the judge's statements, he believed Mueller would nevertheless prevail."I think that Bob Mueller will prevail in the sense of being able to go forward with this litigation," Schiff said. "I don't think there's really any legal question about that. But yes, it is concerning that the judge would express this opinion"Pro-Trump attorney Joseph diGenova highlighted the comments from Ellis at length on "Fox News Sunday," calling it the beginning of a "national civics lesson."DiGenova, who had been considered for Trump's legal team handling the Russia probe, did not think the judge would necessarily toss the case against Manafort out. However, he said Ellis could possibly prevent the inclusion of evidence seized during a raid on Manafort's home, which diGenova called improper."Judge Ellis may very well not dismiss the case," diGenova said. Considering the legacy of the late Supreme Court Justice Ruth Bader Ginsburg, who Barrett would replace, women’s rights are at the forefront of many people’s minds.“In general, the Supreme Court has been an important means of expanding, or sometimes reinterpreting equal rights,” Dr. Celeste Montoya said.Dr. Celeste Montoya is a political scientist and associate professor of women and gender studies at the University of Colorado. She says Justice Ginsburg had an unforgettable impact on women’s rights.“You really can’t overstate the contributions she’s made to women’s rights," Dr. Montoya said. "Not only on the Supreme Court but prior to holding that seat. Her whole career has been built on expanding equal rights for women from her position on the ACLU’s women’s rights project, her work as a lawyer, to her work on the Supreme Court.”Rights for women in the workplace when it comes to equal pay and for women seeking an abortion.Roe v. Wade became a hot topic in the confirmation hearings, but Judge Barrett declined to say how she might rule on future cases. However, Dr. Montoya says what we do know from her past rulings is that judge Barrett is considered a social conservative.“There are some conservatives that take more of a libertarian approach and so they’re not necessarily opposed to women’s rights, but they don’t think the government should take a very hands-on approach to it. Social conservatives on the other hand take a different sort of position on it – they tend to support traditional gender hierarchies that are less likely to push for or to support women’s rights in a variety of positions in politics, in economics, in the workplace. They tend to support some of those more traditional roles that women hold.”Dr. Montoya says she believes the Supreme Court ruling on Roe v. Wade has already been undermined impacting access to contraceptives in general. Dr. Daniel Grossman – a professor in obstetrics, gynecology, and reproductive sciences at the University of California—echoes the same observation.“We’ve already seen a significant erosion of the guarantee for access to a full range to contraceptive methods in the affordable care act with an increasing number of categories of employers that are able to deny their employees this benefit,” Dr. Grossman said.Dr. Grossman says a Supreme Court with Judge Barrett would potentially continue what he believes is an erosion of women’s reproductive health rights. Montoya notes states have been given more flexibility the past few decades when determining reproductive rights and that will likely continue is judge Barrett is confirmed.“We can expect with a 6-3 conservative split, and one that’s very heavily weighted with social conservatives versus libertarians, that we’ll continue in that direction, that we’ll continue to see precedence that gives states more leeway that dictate how they’re going to define reproductive rights or abortion rights for women,” Dr. Montoya said.What Judge Barrett has shared in the hearings is that although she was nominated to succeed Ginsburg, no one could take her place. She also said she believes courts have a vital responsibility to enforce the rule of law, but policy decisions are better left to the legislative branch. 3524
