BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.

BEIJING, Dec. 19 (Xinhua) -- China will launch its first-ever high-resolution geological mapping satellite for civil purposes next January, according to official sources.The Ziyuan III satellite will be launched aboard a Long March 4B carrier rocket from the Taiyuan Satellite Launch Center in northern China's Shanxi province, according to a conference held on Monday for the directors of surveying, mapping and geoinformation administrations across the nation.The Ziyuan III's surveying covers the entire area between 84 degrees north latitude and 84 degrees south latitude.The satellite will be used to conduct geological mapping, carry out surveys on land resources, help with natural disaster-reduction and prevention, and lend assistance to farming, water conservation, urban planning and other sectors.The Ziyuan III satellite project was inaugurated on March 2008, and also includes gravity satellites, radar satellites and follow-up satellites for the Ziyuan III, so as to obtain geoinformation under all kinds of meteorological conditions. 

BEIJING, Jan. 10 (Xinhuanet) -- Conflicts among hundreds of scalpers raring to stock up on the new iPhone 4S are casting a shadow over the gadget's launch on the Chinese mainland on Friday.Over the weekend, scalpers from two groups bickered and shoved each other when standing in line to purchase iPhone 4 at Apple's Sanlitun store, said witnesses.Workers from two Apple stores in Beijing told China Daily the stores have not started online bookings for the iPhone 4S so far."More than 1,000 of us have gathered to buy all the available iPhone 4 this morning," said a scalper hawking the phone outside the Sanlitun store on Sunday."We'll come again on Friday for iPhone 4S. You'll have no hope of getting an iPhone 4 or 4S from the store, but only from us."The scalpers are asking 4,450 yuan (705 U.S. dollars) for an 8-gigabyte iPhone 4, and 5,450 yuan for a smuggled iPhone 4S. BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

BEIJING, Nov. 10 (Xinhuanet) -- Awareness in three vegetative patients were detected in a portable electrode test, a new study shows. If replicated, the method may change standards in treating such patients.The new study, published online in the journal The Lancet Wednesday, was reported to be the first to detect signs of awareness in patients living in the unresponsive state through more accessible electroencephalogram (EEG) machine.The EEG is a portable and more affordable technique than Magnetic Resonance Imaging (MRI) scanner, but it is as effective as the MRI to diagnose patients in the vegetative state, according to the research team led by Damian Cruse and Adrian M. Owen of the University of Western Ontario.In the research test, the team hooked 16 previously determined to be vegetative patients to EEG machines and gave simple instructions to them like moving their fingers and toes.The machines show that the patterns in the premotor cortex, the area of the brain that plans and prepares movements, in three of 16 patients were exactly the same as those of healthy volunteers.While the patients were able to follow simple instructions, they were not able to make their own decisions about their state, the researchers said.
