SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego.The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. In early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. California Attorney General Xavier Becerra said in a statement Tuesday afternoon that "A medieval wall along the U.S.-Mexico border simply does not belong in the 21st century.”Read the full statement below:“We remain unwavering in our belief that the Trump Administration is ignoring laws it doesn’t like in order to resuscitate a campaign talking point of building a wall on our southern border. SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. San Diego’s median income can afford renters 552 square feet, according to a new report by Rent Café. The City of San Diego says the median income for a family of four is ,400. SAN DIEGO (KGTV) -- A man whose car erupted into flames after crashing on the southbound I-805 Thursday morning is recovering after two passersby helped pull him to safety. Dashcam video from a nearby driver shows the moment the small white car suddenly veers to the right, slamming into a pick-up truck at Telegraph Canyon Road. Almost instantly smoke begins to rise from the hood, and then flames."When I saw the smoke we just ran over and saw we had to get him out. We unbuckled him out of the car, carried him out," said Tyrone Crawford. Crawford, a retired Customs and Border Protection officer and the friend he was with, a U.S. Marine, said they didn't hesitate to put their training into action. The two men were able to get the victim safely to the side of the highway, where first responders jumped in to start treating him. The man was alert and talking as he was wheeled into an ambulance.The California Highway Patrol is still investigating the crash, but all lanes of the SB I-805 were reopened by early afternoon. 1037
