SAN DIEGO (KGTV) - In an effort to help solve the homeless problem, the San Diego County Board of Supervisors voted unanimously Tuesday to approve a program that will provide million in financing for seven affordable housing projects.The new development will add 503 units."This is a game changer," says Supervisor Ron Roberts, who championed the proposal along with Supervisor Dianne Jacob. "For the people that need this, this will be a godsend."The money comes from the Innovative Housing Trust Fund, which was created in 2017 to help provide gap financing to developments that can add affordable multi-family rental housing.Many of the units from the first seven projects will be earmarked for the homeless, veterans, people with disabilities or mental illness, families and seniors."For a family of 4 earning just over 70,000 dollars, they won't pay more than 1,900 dollars a month," Roberts says. "You can't find enough bedrooms for a family of four at 1,900 dollars in San Diego."The seven projects will be spread out throughout the county with two in the Otay Mesa/San Ysidro area, two in Vista and one each in Poway, San Marcos and the Southcrest neighborhood of San Diego.All of the projects are expected to be completed by December of 2021. 1288

SAN DIEGO (KGTV) - Local family members are reacting to the news that the bodies of two San Diegans who went missing in Mexico have reportedly been found in a well in Baja, California.According to the Associated Press, the Baja California state prosecutor’s office said in a statement that 78-year-old Ian Hirschsohn and 73-year-old Kathy Harvey were discovered in a well, south of Ensenada, Mexico.On Tuesday, the U.S. State Department sent ABC10 News the following statement: “The U.S. Department of State's top priority is the safety and security of U.S. citizens. We are aware of reports that local authorities have discovered the remains of two people near San Quintin and are closely monitoring their ongoing investigation.”On Tuesday, ABC10 News spoke to Hirschsohn's son-in-law over the phone. He said that family members are not yet ready to go on-camera but they want viewers to know what a senseless tragedy this is. They’re trying to accept the reality that Hirschsohn and Harvey may have been murdered but they’re yet entirely convinced that the bodies found are those of the retired couple. However, San Diego Police confirmed Tuesday that positive identification was made.“He went to Mexico a lot. I'd say he went down at least every couple of months,” Hirschsohn’s Solana Beach neighbor and friend Jim Dietz told ABC10 News on Tuesday. He described Hirschsohn has a highly-intelligent, active and well-traveled man. Those words were echoed by his son-in-law.“He was a real gentleman. He wouldn't say an unkind word about anybody,” said Dietz who added, “I feel very bad for [his kids] because they lost their mother a few years ago and now they lose their father in this kind of a tragic way. SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot. SAN DIEGO (KGTV) -- Legendary San Diego anchorman Jack White has passed away. White spent more than 30 years in America’s Finest City as a reporter and anchor at KGTV 10News.White grew up in Oceanside and graduated from Oceanside High School in 1957. He was even inducted into the school’s hall of fame for his contribution to the arts.White began his broadcasting career on the radio in the early 1960s before moving to TV where he spent 34 years at KGTV.On November 14, 2010, the City of San Diego declared Jack White Day. The county made a similar declaration. Many who worked with him called him a gentleman and a great coworker. After leaving 10News, White worked as a technical advisor on the movie “Anchorman.”White covered every story there was to be covered in San Diego. His Restaurant Row coverage was known as a 10News staple. His iconic line in this popular segment was "The meal was served piping hot, just the way I like it."White will be missed by many, both in the community and at 10News. 1014
