(CNN) -- The wildflower super bloom that brought magnificent swaths of color and hordes of lookie-loos to California is coming to an end.The city of Lake Elsinore on Monday declared, with more than a little relief, that the super bloom is nearly over, with the hillsides fading from orange to green as poppies drop their petals and begin to wither.The poppies are no longer visible from Interstate 15, so visitors now have to hike more than a mile to see what's left of the flower display, city officials said."We survived the poppy apocalypse!" the city posted on its Instagram page."The Super Bloom has been unlike any event we have ever experienced before," Mayor Steve Manos said in a news release. "The extreme beauty of our hillsides that drew attention from around the world is now diminishing quickly, and our residents sure are eager for things to get back to normal."The flowers could be seen from space, but thousands of people came to Walker Canyon in Lake Elsinore to get a closer look.The spectacle was so popular that authorities at one point restricted access to Walker Canyon because tourists were jamming traffic, crushing flowers and overflowing toilets.Just 4,658 visitors used the Walker Canyon shuttle last weekend, down from 12,062 the prior weekend, city officials said.Flower fans can still get their super bloom fix in other parts of the state, though.Blooms at the Antelope Valley California Poppy Reserve, in Los Angeles County, are expected to continue through April, officials there said.They urged visitors to stay on the trails to avoid crushing the delicate flowers and to leave dogs, bikes and drones at home.A couple last month landed a helicopter in the reserve to skip the lines. (CNN) -- Target's revamped loyalty program is ready for its nationwide debut.Target Circle will be available to shoppers in the United States beginning October 6. Program perks include earning 1% on Target purchases, personalized deals and early access to its sales. The launch follows an 18-month test in six cities that garnered 2 million members.The expansion of the loyalty program complements Target's branded credit card, Redcard, which only a quarter of its customers use. It also replaces Cartwheel, a separate discount program, in an attempt to offer a "more seamless, intuitive shopping experience."The program is free. Target will begin automatically enrolling members that have Target.com and Redcard accounts. To use it, customers can swipe a barcode from the Target app or provide their phone number at checkout.The company has said earlier this year that Target Circle also gives the company more data about shopping habits. For example, if Target knows a shopper frequently buys diapers and baby products, it could email the customer an offer for diapers."This will help Target build a more complete picture of shoppers," said Neil Saunders, managing director at GlobalData Retail previously told CNN Business. (KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity.
