SAN DIEGO (KGTV) -- A female sea lion Monday wandered onto the streets of Point Loma, prompting spectators to gather and springing a rescue team into action.According to a passerby, the sea lion was spotted in the middle of Garrison Street around 4 p.m.According to crews, the sea lion would’ve had to cross Rosecrans Street to get to Garrison. Rescuers from SeaWorld responded to the scene, adding that the sea lion appears health and at a normal body weight, but they’ll need to further examine her to learn more.SeaWorld also said it’s unusual for a sea lion to wander that far away from the bay, but the animals have been found on porches, inside hotels and on driveways. 683

SAN DIEGO (KGTV) — A 65-year-old woman who was hit by a vehicle while crossing a Serra Mesa road Monday has died.The woman was walking to her car with her two adult children in the intersection of Ruffin Rd. and Village Glen Drive just before 8 p.m., according to San Diego Police.Her children separated and the two children made it safely to the other side of the intersection. When the woman was crossing, she was struck by a vehicle traveling northbound.RELATED: 65-year-old woman struck by car while crossing the street in Serra Mesa Christmas EveThe driver of the vehicle, a 16-year-old, remained at the scene for police. Investigators said alcohol or drugs were not a factor.The woman was taken to a nearby hospital, where she died, police said Wednesday. Her identity has not been released. 805

SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. Mike Levin (D-CA.) The bill would allocate 0 million a year for five years to the EPA’s Border Water Infrastructure Program (BWIP.) Money from that account could also be used to fund the project.The third potential funding vehicle would be an increase to the International Boundary and Water Commission budget. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739

SAN DIEGO (KGTV) — A new cancer treatment is now available at the Scripps MD Anderson Cancer Center.This week 31-year-old William Apodaca became the first patient in San Diego County to receive the unique form of targeted cancer therapy. Apodaca was diagnosed with a rare form of cancer three years ago when doctors found neuroendocrine tumors in his pancreas.Neuroendocrine tumors are formed in hormone-making cells. They can grow in spots like your pancreas, stomach, and intestines. “It's a rare tumor that patients can live decades with and the hope is to improve quality of life by minimizing their need for more toxic chronic therapies,” said Dr. Marin Xavier, a Medical Oncologist at Scripps MD Anderson Cancer Center. RELATED: FDA approves two cancer treatments after expedited reviews“It was just devastating,” remembers Apodaca, who is also a nurse. After chemotherapy and other cancer-fighting therapies, Apodaca was finally able to try the new treatment, Lutathera, after it was FDA-approved earlier this year. Lutathera uses radioactively charged proteins to seek and attack cancer cells from the inside out. It is administered in four doses, which are given approximately every other month until they are finished. Apodaca had been traveling to Los Angeles for the treatments but was able to complete his final one in San Diego. He now has more energy and looks forward to going back to work, traveling, and getting married.“This medication is pretty much giving me a second chance at life,” said Apodaca. “Picking up the pieces of where my life was.”The drug works for two to five years, depending on how aggressive the tumors are. Patients who respond well can get retreated.Fifteen local patients have already signed up to get the new treatment and more are expected to come from other cities. It is covered by Medicare and other private insurers. 1874
