SAN DIEGO (KGTV) -- A winter storm warning has been issued for the mountains in San Diego County ahead of a strong winter storm expected to move in Monday night.The winter storm warning goes into effect from 7 p.m. Monday to 10 p.m. Tuesday.Snow accumulations are expected to be anywhere between six to 12 inches with difficult travel conditions expected, warned the National Weather Service.More than a foot of snow is expected above 6000 feet with accumulation between 4000 and 6000 feet expected to be four to eight inches and accumulations between 3000 to 4000 feet expected to be between two and four inches.The National Weather Service also said snow is expected to fall to 2000 to 2500 feet Tuesday.  RELATED: Ski Reports | Today's Forecast | Traffic conditions | Strong winds, light snow hit Laguna Mountains In addition to heavy snow, winds could top out at 50 miles per hour.The San Diego County Sheriff’s Department says mountain residents should be prepared for crowds as families from low-lying areas travel to snow-packed mountains.Area businesses also say they typically see an influx in visitors during snowy periods.An employee with the Julian Lodge Bed and Breakfast says visitors usually come from San Diego, North County, Los Angeles and that the lodge has even hosted visitors from as far away as China and Japan.In San Diego, 280 beds are being made available downtown as cold winter temperatures are set to swiftly fall over the county after sunset.Father Joe’s Village will house 250 people at its building on 1501 Imperial Avenue. Check-ins will also be made available throughout the night with meals also being provided.As many as 30 others will be sheltered at the PATH San Diego/Connections Housing Shelter at 1250 Sixth Avenue. SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) -- A woman was arrested by Border Patrol agents after they reportedly discovered drugs hidden inside her child’s car seat and stroller.Agents say they stopped a 2015 Nissan Sentra at an unspecified location along Interstate 15 on June 12 around 6:15 p.m. The vehicle was driven by a 26-year-old male US citizen. Two women and three minor children were also in the vehicle. After searching the vehicle using a K-9, agents found several packages of drugs wrapped in cellophane and hidden inside one of the children’s car seat and stroller. Border Patrol says a child was sitting in the car seat when the drugs were found. The 23 packages contained methamphetamine, cocaine and heroin valued at 1,680, the agency says. Agents later discovered that the drugs were hidden by one of the female passengers, a 26-year-old US citizen. The woman was arrested and turned over to the Riverside County Sheriff’s Office while the three minor children were released into the custody of their 32-year-old aunt. 1023

SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. A Postal Inspection spokesperson says they haven't seen a surge in mail thefts at that location. 1553
