(KGTV) — San Diego Sheriff's deputies are investigating a possible threat made against West Hills High School late Monday.In a letter to parents, West Hills Principal Robin Ballarin said staff was made aware of the threat Monday concerning a student remark that referenced a possible act of violence.The 15-year-old student has been identified, school officials say.No weapon or written threats were found in connection with the student, deputies said.The remark was reportedly made during class at 10:30 a.m., according to deputies, who called the comment "generic." (KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(KGTV)- California State University San Marcos is preparing students and staff for possible power outages in light of the San Diego Gas and Electric warnings due to fire.At least three CSU schools have been shut down as a result of high winds and power outages. Staff members in San Marcos say they are keeping a close eye on those other universities.Classes proceeded as usual for CSUSM students on Thursday morning. Students say they have been keeping up the outages at other schools via social media. “For a second, I panicked; I really didn’t know it was San Francisco,” says freshman Nancy Salazar Soto. “I was like, oh, it might be me. It might be here in San Marcos.”She believes it would be hard losing power at school, but things would be tougher for the students who live on campus, like freshman Hannah Whitener. “It’s kind of a little bit sketch, you don’t really know everyone around you yet,” says Whitener. “I mean, my freezer, I’m kind of concerned about that.”CSU San Marcos sent out a memo to students late Wednesday afternoon warning them of the possibility of an outage and how to be prepared. “Make sure your car is gassed up in case you do need to relocate. Make sure you’ve got a flashlight handy," says CSUSM Vice President for Community Advancement Cathy Baur. “You’re students; you’re working on their essays and those projects. Make sure you’re saving it on your computer.” Baur says fire prevention is vital. The university knows firsthand after fires in 2014 caused emergency evacuations. “We had to close the campus just days before commencement because the fires were surrounding us and had to do an evacuation of campus,” says Baur. “It’s something that we as campus community are familiar with, we’ve lived through, and so we know how important it is to be prepared and to take any precautions that we can.”The university advises all students to check their emails and social media pages routinely. SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise.
