SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric. Lowenfield says he knows of about 150 different kinds of makes and models scheduled to come out in the next 15 years, meaning there's something for everyone.RELATED: Making it in San Diego: Giving up car helps lead to luxury rental"It's going to make every car affordable enough to where you choice is electric or gas, not high or low payment," he says.There's also an environmental aspect to the program, as it targets people in some of the most highly polluted areas of the county."A child in Barrio Logan is more likely to have asthma than a child in La Jolla," says Fletcher. "We're trying to address that inequity by providing grants to get electric vehicles into those communities with dirtier air."It will also help the County meet mandatory greenhouse gas emission reduction levels over the next few decades.RELATED: Making it in San Diego: More San Diegans keeping their cars for 15 years or longerOne challenge to owning an electric car is the lack of charging stations, especially in low-income neighborhoods. Fletcher says this program will address that by adding 2,000 more chargers by 2028, in public places like parks, libraries and other county owned buildings.SDG&E is also offering incentives to landlords who want to add charging stations at apartment and condo complexes and at business centers.Lowenfield says the market is changing and electric vehicles are poised to take over."I bet, one day soon, it's going to be hard to find a gas-powered vehicle," he says. 2778

SAN DIEGO (KGTV) — A local retiree is back home and recounting how a trip of a lifetime turned into a painful nightmare during a ride on a tour bus in Africa.Three weeks later, the pain remains constant. But Jeannette Craig, 68, is grateful."Just so glad to be back home," said Craig, from her hospital bed at Kaiser Permanente San Diego Medical Center.After saving up for more than a year, the Santee woman set out on her dream vacation to southern Africa in September. She was on a tour bus headed to an elephant preserve in the country of Lesotho when the bus overturned, killing three and injuring the 12 others on board.RELATED: San Diego retiree injured in African tour bus tragedy"I was in shock. Things flying everywhere, people screaming. I was screaming, because I was hanging upside down. The guide couldn't unlatch me out of the seat belt, so he pulled me out and I dropped 4 feet," said Craig.Wearing that seatbelt, a habit of hers, saved her life. She says she'll never forget the grim sight of the injured mixed with the dead, as she was transported by helicopter to a clinic, then taken to another in South Africa.She was diagnosed with a fractured pelvis, a shattered leg and torn ligaments, and broken ribs.After her trip insurance initially refused to cover a medical flight home, her family got involved and eventually, the insurance covered the flight. Craig arrived a few days ago.At Kaiser Permanente, doctors would diagnose additional injuries, including blood clots in her leg and lung, and broken bones in her spine and chest.Craig faces a long difficult recovery. The adventuresome retiree is ready to face it."I look forward to physical therapy, I hope within a year, I'll be hiking," said Craig.That recovery will be a long one. SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

  

SAN DIEGO (KGTV) – A new program vows to help buy houses for teachers who are working on making it in San Diego.“It's not huge to a lot of people, but it's more space than we've ever had,” says Amy Noble as she takes us on a tour of the new house that she and her husband, Eric, bought in South Orange County. They’re high school educators and got married years ago, but home ownership seemed impossible for them. “The rent for apartments was so much that we really didn't have a good opportunity to save,” says Amy.RELATED: Making it in San Diego: Key saving steps helped renter buy her first home“We're the only private company right now that's focusing exclusively on educators,” says Nikki Lowy with Landed.Lowy says the company has already helped about 200 educators buy homes in expensive cities like Denver, Los Angeles and Seattle. Now, the company is making its way into San Diego.“[Teachers] are so important to the safety and well being and health of our communities and yet a lot of them don't see a future in the communities,” Lowy adds.Landed reportedly gives educators half the down payment for the house. In exchange, educators share 25 percent of the investment gain or loss with Landed. SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. RELATED: Here's what happens if voters approve Measure B - Newland SierraAs far as roads, the measure includes “dedicated finding for fixing our streets.” If passed, money would go toward repaving an additional 150 miles of city streets every year. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Below is a breakdown of how the money would be spent: From the date the tax takes effect through the city’s fiscal year 2023-2024, the revenue from the tax would be allocated as follows: 59% to Convention Center purposes; and 41% to homelessness programs and services. After Fiscal Year 2023-2024, revenue from the increase would be allocated: 59% to Convention Center purposes; 31% to homelessness programs and services; and 10% for street repairs. 2575
