SAN DIEGO (KGTV) - San Diego Police Chief David Nisleit gave an order for an internal investigation Thursday into a program email that reports to reward officers for making more narcotics arrests.Team 10 investigative reporter Jennifer Kastner spoke to a San Diego Police officer who blew the whistle on what he called an “unethical” program email sent out last Friday.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he said in an interview that aired on 10News Wednesday.RELATED: Team 10: San Diego Police officer blows whistle on 'rewards for arrests' programOn Thursday, the SDPD told 10News: 643

SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. Everyone gets exposed, they develop antibodies and they move on; as far as I know we’ve never shut down an entire economy.”All of the restrictions will go into effect Saturday at midnight. 1743

SAN DIEGO (KGTV) – San Diego Gas and Electric has restored power to the 2,900 people affected by public safety power outages Monday. SDG&E shut off power to thousands of North County residents Monday amid Santa Ana winds. Just after 9:30 a.m., the utility said service was turned off for 2,743 customers “to maintain public safety." By noon, that number increased to 2,908."If the current weather forecast holds, SDG&E does not anticipate the need for further Public Safety Power Shutoffs on Tuesday," the company said.Over the weekend, 21,480 residents in San Diego’s North County were warned via phone, text message, and email that a power shutoff was possible on Monday and Tuesday. The shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.Strong Santa Ana winds and weather conditions prompted the decision to inform customers of potential shutoffs.Updates on SDG&E’s power shutoffs can be found at https://www.sdge.com/power-safety-power-shutoff. 1050

SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said.
