BEIJING, Aug. 1 (Xinhua) -- The after-tax CIF (cost, insurance and freight) price of China's jet fuel imports has been set at 7,768 yuan (1,206 U.S. dollars) per metric ton for August, China's economic planner said on Monday. The price adjustment marked the first time for the economic planner to adjust jet fuel prices on a monthly basis after it announced jet fuel pricing reforms in July, according to a notice posted on the National Development and Reform Commission (NDRC)'s website. The NDRC announced on July 7 that it would introduce a market-oriented jet fuel pricing mechanism starting from Aug. 1.Under the new mechanism, the ex-plant price of jet fuel is required to be no higher than the after-tax CIF price of jet fuel imports from Singapore, Asia's largest oil trading and storage center.Taking transportation expenses, trade volumes and international crude oil prices into account, the jet fuel premium is negotiable between jet fuel sellers and buyers and will be reviewed once a year, while jet fuel ex-plant prices will be adjusted on the first day of every month, according to the NDRC.
CANBERRA, Sept. 7 (Xinhua) -- A team of Australian and U.S. scientists on Wednesday said they discovered a genetic defect, which can lead to Leigh syndrome, a rare disorder which affects the central nervous syndrome. The scientists tested more than 1000 genes by encoding proteins active in two individuals who suffer from the illness. They used a new technique known as next-generation DNA sequencing to examine the genes. The gene they discovered encodes an enzyme which is found in the mitochondria which are subsets of cells. Without this enzyme the mitochondria do not translate proteins efficiently, and this then causes Leigh syndrome.According to David Thorburn, from the Murdoch Children's Research Institute in Melbourne, the discovery shows the enormous potential of the new technology."These findings demonstrate the ability of sequencing technologies to improve diagnosis," Professor Thorburn said in a statement released on Wednesday."Although it isn't clear in the case of Leigh syndrome whether the precise molecular diagnosis will necessarily lead to therapies, the current findings represent a meaningful service."He added that diagnosis of the disease along with its specific genetic cause can also be informative about the risk a couple has of having another affected child. The diagnostic information can help in decisions about whether and how to pursue alternative means of having children, for instance through the use of donor sperm or eggs. The research team consisted of scientists from Australia's Murdoch Institute as well as the Broad Institute in the U.S.In Leigh syndrome, infants are born apparently healthy only to develop movement and breathing disorders that worsen over time, often leading to death by the age of three. The problem is that the mitochondria responsible for powering their cells cannot keep up with the demand for energy in their developing brains.

BEIJING, Aug. 23 (Xinhuanet) -- More than 90 percent of U.S. heart attack patients who need the lifesaving procedure receive it within just 90 minutes of being admitted to the hospital, according to a study released Monday in the journal Circulation. The study on the American Heart Association's journal shows that in 2010, 91 percent of heart attack patients who needed angioplasty were treated within the 90-minute window. While in 2005, 44% were.Researchers analyzed data on more than 300,000 such patients who underwent emergency angioplasty between January of 2005 and October of 2010.The improvement is the result of a nationwide effort between federal agencies, health care organizations and health care providers to improve heart attack care and outcome, said study author Dr. Harlan M. Krumholz, a professor of medicine and epidemiology and public health at Yale University School of Medicine, according to U.S. News reports.
TAIYUAN, May 29 (Xinhua) -- Parents of children with cerebral palsy are going to have a place to turn for help, as the first public foundation to provide aid has been set up in northern Shanxi Province. The Brain Rehabilitation Fund was established on Saturday by the China Population Welfare Foundation (CPWF), which is headquartered in Beijing. The CPWF will cooperate with the Shanxi Cerebral Palsy Hospital, which specializes in curing the brain disease with therapies such as acupuncture and massage.Lan Ye, the deputy secretary general of the CPWF, said the fund aims to relieve the burden of affected families by providing financial assistance and training so parents are able to do the therapy at home. In addition, the fund hopes to reduce the incidence of cerebral palsy by publicizing preventative measures to thwart the disease.More than 6 million suffer from cerebral palsy in China, and among them more than 2 million are children, said Guo Xinzhi, vice president of the Shanxi's Federation of the Disabled."A family needs to spend more than 500,000 yuan (77,000 U.S. dollars) to cure a child with the disease," Guo said. "As 70 percent of the children with cerebral palsy are from poor, mountainous areas, more than 25.7 percent of families cannot afford to pay the medical expenses."On Saturday, 25 parents from Xinjiang Uygur Autonomous Region, Fujian, Henan and Shanxi provinces came to the hospital for free training on helping their children to recover at home.
BEIJING, Sept. 10 (Xinhua) -- China will start "overall and thorough" safety checks on offshore oil exploration and production to eliminate risks in the wake of oil spills in the country's northern Bohai Bay, the work safety authority said Saturday. The checks, which starts from September 10 to December 10, will be applied to all offshore oil exploration and production, the State Administration of Work Safety said in a circular addressed to oil companies on its website. The companies include China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, ConocoPhillips China, Kerr-McGee China Petroleum Ltd., Roc Oil (Bohai) Company, CACT Operators Group, Husky Oil China Ltd., Shanghai Petroleum Co., Energy Development Corporation (EDC) China and Tincy Group Energy, the statement said. The administration urged these enterprises to conduct self-examinations on their offshore fixed and mobile platforms and floating production storage and offloading units, submarine pipelines and onshore oil terminals in two months till November 10. They should file result reports before November 20.The authority's officials, joined by experts, will launch inspections from late November, the statement said. The checks cover well control amid drilling operation, safety management during production, facilities, and management over extreme weather, it added. The order came after the State Council on Wednesday called for strengthened monitoring and management of the marine environment as well as safety checks over the country's ocean oil fields to toughen safety measures and erase potential risks. The decision was made after oil spills at an offshore oil field run by U.S. oil giant ConocoPhillips have polluted more than 5,500 square km of sea water in the Bohai Bay since June. The central government also imposed restricts on new petrochemical projects and ban reclamation projects in the bay for environmental concerns.China has stepped up efforts to explore and materialize offshore resources to seek more dependence of the marine industries as a strategic development move. In its 12th Five-Year Plan, the government advocates greater scientific and systematic utilization of marine resources and coastal areas as energy demand soars.
